GENERAL DESCRIPTION:


Under general supervision, the Utility Operations Planner provides technical short and long-term planning of utility operations to ensure cost, quantity, and quality control for all sewer and water management programs, preventative maintenance, and asset management in accordance with municipal and provincial regulations.


RESPONSIBILITIES:


  • Coordinate the various sewer and water operations, inspections, preventative maintenance, and asset management programs as assigned.
  • Work closely with operations staff to ensure programs are understood, data is being collected correctly, and plans are being carried out as intended.
  • Establish and maintain long and short-term plans of work related to labour, equipment, and materials for the various sewer and water functional programs.
  • Coordinate contracts and contractors for services for the operation and maintenance of the sewer and water facilities.
  • Analyze information generated from the preventative and corrective maintenance program for the purpose of program optimization, event investigations, and developing and maintaining data trends.
  • Complete detailed review, assessment, and quality assurance/quality control (“QA/QC”) of project design packages for Underground Services (“UGS”) operations and capital projects.
  • Complete on-site support and QA/QC inspections for the operations group to ensure understanding and completion of program requirements.
  • Prepare and present detailed reports relating to sewer and water operations and maintenance.
  • Assist with the development and revisions of policies and procedures to maintain a safe workplace environment, ensuring compliance to occupational health and safety regulations.
  • Assist with the preparation of the operating budget, financial plans, and the tracking of cost information.
  • Assist with the development of divisional goals/objectives and business and strategic plans.
  • Coordinate as-built map filing and updating to digital mapping systems.
  • Perform other related duties as required.


QUALIFICATIONS


KNOWLEDGE, SKILLS, AND ABILITIES:


  • Ability to plan and organize work schedules, projects, and resources.
  • Proven ability to read and interpret infrastructure blueprints, contracts, engineering plans, legislation, environmental standards, and specifications.
  • Math and numeracy skills relating to the operation and maintenance of water distribution and wastewater collection systems including but not limited to understanding of flow and pressure dynamics, use and manipulation of flow and pressure formulas, and the use of statistical theory for data assessment and analysis.
  • Ability to work independently and to effectively schedule work in order to meet deadlines.
  • Proven ability to formalize, prepare, and present technical reports.
  • Ability to understand, interpret, and apply knowledge of occupational hazards and safety precautions.
  • Proficiency using Microsoft programs (Word, Excel, Outlook, Project) and GIS ArcMap.
  • Proven ability to communicate effectively, both verbally and in writing.


EDUCATION AND EXPERIENCE:


  • Technical Diploma in Engineering, Construction, Environment or related technical discipline is required.
  • Alberta Environment and Parks (AEP) Water Distribution Level II or Wastewater Collection Level II certification is required.
  • Additional AEP Water Distribution and/or Wastewater Collection levels are an asset, with preference given to candidates who hold a Level II or higher in both Water Distribution and Wastewater Collection.
  • Five (5) years of related work experience, which includes two (2) years of planning and scheduling.
  • Experience to include water distribution and wastewater collection operations and maintenance.


OTHER REQUIREMENTS:


  • Ability to provide a Criminal Record Check for review and acceptance.
  • A valid Class five (5) Operator’s License is required.
  • Immunizations are strongly recommended for work in unsanitary conditions.
  • Ability to respond and work standby service on a rotating basis as required.
