Halifax Regional Municipality is inviting applications for one (1) term, full time Project Manager position in Design and Construction Services with Public Works. This position reports to the Manager, Engineering Design and is responsible for the successful delivery of complex transportation and municipal engineering projects to Project Management Institute (PMI) Standards, in accordance with the established industry and HRM best practices.

DUTIES AND RESPONSIBILITIES:
  • Conducts advanced studies and project management activities for complex transportation and municipal Capital Projects and complex municipal infrastructure projects, ensuring that all governing regulations and guidelines are adhered to. Manages project budget, schedule, team composition, communications, quality, and risks.
  • Develops and maintains project reporting documents including charters, schedules, work breakdown structures, risk registers, written and oral reports, KPI’s, tracking, forecasts and post-mortems.
  • Develops and/or reviews advanced studies, designs, plans, specifications, and cost estimates for Capital Projects.
  • Prepares and evaluates solicitations with procurement, requests for proposals for preliminary, detail design, construction services and tenders for rehabilitation of existing or construction of new municipal infrastructure, including development of solicitation, advertisement, coordination of award, financial management, managing progress of consultant, and reviews reports and designs.
  • Assists in preparing technical reports for senior staff, Directors, and Regional Council; responds to inquiries from the general public, Councillors, government agencies, consultants, contractors, and other HRM departments regarding approved or contemplated Capital Projects.
  • Assists in the development of the Capital Budget Program by identifying work/projects, scoping and cost estimating, scheduling, integration of projects, providing recommendations on project prioritization within funding envelopes, and coordination with other departments.
  • Attends and chairs internal and external meetings including public and stakeholder engagements.
  • Ensures that all project components and activities meet HRM, local, provincial and/or federal policies, procedures, codes, and regulations.
  • Directs and co-ordinates HRM employees, external consultants, and project team stakeholders in the preparation of studies, designs, plans, specifications and cost estimates to ensure project delivery.
  • Explores alternative methodologies and best practices relative to project management and transportation design/delivery from various jurisdictions.
  • May perform other related duties as assigned.
QUALIFICATIONS
Education and Experience:
  • Degree in Civil Engineering from a recognized university
  • Minimum 5 years’ experience in Project Management and Transportation Engineering after graduation and a registered Professional Engineer with the Association of Professional Engineers of Nova Scotia, or eligible for registration (i.e. registration with another province etc.)
  • Valid NS Driver’s License and willingness to use personal vehicle in accordance with the Local Travel Allowance Policy
Technical / Job Specific Knowledge and Abilities:
  • Strong knowledge of Project Management Processes (Project Management Institute, etc.) and Project Management skills in multi-disciplinary transportation projects.
  • Strong design skills in the area of transportation/municipal engineering.
  • Proficient in applications such as MS Office (Word, Excel, PowerPoint, Outlook), or similar applications.
  • Strong knowledge of the HRM Municipal Services Systems design guidelines and/or other design guidelines necessary to carry out accurate civil engineering designs.
  • Knowledge of Provincial/Federal regulations and guidelines affecting municipal designs.
  • Working knowledge of Microsoft Project, GIS, Computer Aided Drafting (preferably AutoCAD Civil 3D).
  • Proficient in estimating quantities of materials, unit costs, and total costs of municipal projects.
  • Strong knowledge in administration of contracts with consultants.
  • Knowledge of the TAC Geometric Design Guide, National Association of City Transportation Association guidelines and other industry best practices.
  • Level of understanding of HRM’s transportation network.
  • Must demonstrate efficiency and co-ordination in carrying out assigned duties with the ability to work independently with limited supervision.
  • General understanding of HRM’s organizational structure and the specific working relationship between HRM Business Units.
  • Must be able to work within, lead, and contribute to a team environment.
  • Possess effective oral and written communication, and public relation skills.
  • Security Clearance Requirements: Applicants may be required to complete an employment security screening check.

WORK STATUS: One (1) term, full time position

HOURS OF WORK: Monday to Friday; 35 hours per week

SALARY: Non-Union Level ENG 2 $82,000 - $113,000; to be commensurate with experience.

WORK LOCATION: 21 Mount Hope Avenue, Dartmouth.
