Planning Technician (Continuous)
Sustainable Planning and Community Development Department

POSITION FUNCTION
Review and process all types of development proposals to ensure compliance with Provincial and Municipal regulatory bylaws and procedures. Create and maintain mapping and data that is published to the city web site for public and staff use. Provide research, tabulation, analysis, and interpretation of planning and statistical related data, maintain land use and zoning records.

KEY
DUTIES

Review Rezoning applications, Development Permit applications, Temporary Use Permit Applications, building permit applications and business license applications for completeness, accuracy and compliance with planning regulations, bylaws and procedural requirements, input, and process applicable fees and development cost charges.


Respond to enquiries from applicants, the development industry, the general public, internal City Departments and other outside agencies by providing information related to applicable zoning bylaws, planning regulations, land use, procedural and fee related bylaws and legal address information; compose correspondence related to verification of zoning, compliance with the zoning regulation bylaw and any other relevant procedural or fee bylaw; assign property addresses in response to departmental and outside agency requests.


Process applications submitted for the Board of Variance and represent the Department at public meetings with prepared plans, materials, report on application specifics as required; conduct site inspections as needed.


Design and produce detailed computerized property location maps including address, land use and zoning for reports, hearings, meetings, legal advertising and land use studies, liaise with Engineering Department in the production of a digital mapping; maintain various address and zoning maps; produce presentation graphics for public hearings.


Research and standardize property description and address data; maintain records on land use history, new construction; assist with the preparation of area plans, in-house publications and computer mapping; conduct research and compile information related to planning issues and planning and zoning related projects as directed.


Perform related duties where qualified.

INDEPENDENCE
The review of applications and responding to enquiries is predominantly undertaken independently.

Work is generated through the receipt and circulation of applications or is assigned by supervisor and designated staff for completion.

Problems or deviations from established procedures are discussed with supervisor.
WORKING CONDITIONS

Dexterity while performing manual and computer aided drafting. (frequent)

Focus on detailed architectural and design drawings, maps and computer for long periods. (frequent)

Office. Occasion site visits/inspections.

KEY SKILLS AND ABILITIES
Organize and prioritize work.
Understand, interpret, and apply planning regulations and procedures.
Understand, interpret, and apply provincial legislation and processes.
Understand and apply the techniques and calculations required for computer aided drafting.
Understand and apply research and documentation techniques.
Working level operation of current City of Victoria drafting, mapping, database and desktop publishing software.
Ability to use MS Office Suite, including Word, Excel, PowerPoint, Outlook.
Read and interpret building and construction plans and drawings.
Maintain accurate records.
Ability to use software applications such as ESRI ArcGIS, AutoCAD, Bluebeam would be considered an asset.
Strong verbal and written communication skills.

QUALIFICATIONS
Formal Education, Training and Occupational Certification:
Planning Technical School Diploma including courses in computer graphics and mapping technology. (2 years)
Current and valid Class 5 B.C. Driver’s License.
Experience:
3 years of related experience.
or an equivalent combination of education and experience.

OTHER:
May be requested to substitute in a more senior position.

Work schedule: Monday – Friday, 8:00am – 4:30pm, 35 hour work week
$44.44 per hour, Pay Grade 13
