The Ministry of Social Services, Housing Division is seeking a self-motivated, highly organized and experienced leader for the position of Director, Housing Authority Operations. This position is required to oversee the delivery of provincial housing programs through the housing authority system. This leader will lead a team that provides support to housing authorities to ensure they are efficiently and effectively providing safe and adequate housing to our clients. This position will be located in either Regina or Saskatoon.

Reporting to the Executive Director, Housing Operations, this position will develop and maintain strong partnerships and relationships with housing authorities and housing stakeholder while providing the strategic supports to the housing authorities across the province. This includes: providing overall business supports, supporting advanced issues related to tenants, training, investigations, and insurance; monitoring and analyzing budgets, Board Governance, appointments and structure; and communication services (program roll out, education and training strategies) for all housing authorities.

The successful candidate will have knowledge of housing issues being faced by low income households and a sound understanding of public housing programs and policies, property management practices, short and long-term strategies for maintenance and capital planning and improvement cycles for housing assets and strategic communications. We are interested in those individuals with strong verbal and written communication skills, an ability to manage competing demands and deadlines, and an ability to manage staff and change effectively.

You will have knowledge of:

  • acts, regulations, building and zoning codes and bylaws relating to the non-profit and not for profit housing market (e.g. Non-Profit Housing Act, Co-operative Act, Residential Tenancies Act, Landlord Tenant Act);
  • housing issues being faced by low income households;
  • property management practices;
  • working with non-profit organizations, cooperatives, or private sector in developing new rental housing projects or re- development of existing rental housing projects that are funded by SHC;
  • residential construction and terminology;
  • contract law and real estate transactions;
  • collaborative mediation;
  • human resource management practices, including strategies to recruit, support and sustain a diverse work force; and
  • generally accepted accounting and budgeting principles and practices used by government and non-government sectors.

Typically, the knowledge and skills required for this position would be acquired through a relevant undergraduate degree in business or commerce, or Certified Property Manager (CPM®) designation or an equivalent combination of education, property management and housing experience.
