Position Summary
This position is responsible for the development and administration of the City’s freedom of information (FOI) services/program and broader information privacy practices. Key Accountabilities
1.1 Conduct of Privacy Audits
Develops and implements privacy impact assessments and privacy audit processes
Develops and implements privacy breach prevention protocols
1.2 Training and Consultative Services
Develops and delivers privacy and FOI training to employees
Responds to requests for information and support from City employees related to privacy and FOI
Responds to requests from citizens related to information
Provides support to the Office of the Privacy Commissioner and the Office of the City Solicitor related to privacy and freedom of information complaints or issues
1.3 Freedom of Information Requests
Reviews requests for information and processes / coordinates the City’s response
Complies information, reviews materials and redacts information
1.4 Research, Program and Policy Development
Conducts research and analysis to identify emerging practices, legislative requirements to support the development and implementation of policy, practices and procedures
Lead role in the City of Regina’s Open Government initiative Knowledge, Skills & Abilities
Knowledge of the multi-jurisdictional legislative framework governing privacy and freedom of information
Knowledge of the broader legislative and policy infrastructure governing the operations of the City of Regina
Knowledge of technical requirements / protocols for the conduct of privacy impact assessments, privacy audits
Knowledge of research methodologies and tools
Knowledge of records and information management
Knowledge of adult based education / training techniques
Responsible for the development of policy and procedure to support the City’s privacy and freedom of information infrastructure
Responsible to develop training to support an enterprise-wide culture of privacy
Workload requests and demands require prioritization based on urgency
Interpretation of legislation to determine appropriate course of action in response to FOI requests, and where information will be redacted
Knowledge is used to both develop programs / practices and policies related to privacy and information as well as to deliver core services
Supports the development and implementation of a enterprise wide culture and practice of privacy
Communication skills are required commensurate for dealing with / responding to employee and citizen requests and complaints
Works collaboratively with other employees of the City to deliver services
In undertaken privacy impact assessments and audits, there is a requirement to ask difficult questions where resistance must be managed
Presentation and facilitation skills for training and information sessions
