About Our Opportunity


As the Manager, Financial Advisory Services, you will be responsible for providing financial management expertise to a team of professionals responsible for oversight of the replacement, renovation, and new construction of Long-Term Care facilities. As the Manager you provide expert financial advice on funding models and contract renewals for the Continuing Care sector and ensure recommendations being made to departmental senior leadership and other stakeholder groups are based on substantive financial analysis and best practice.


You will serve as the primary day-to-day contact on all financial matters that support program delivery regarding financial accountability between Financial Advisory Services and other branches of the Department of Seniors and Long Term Care and externally funded agencies.


As the Manager, Financial Advisory Services, you will report to the Director of Finance.


Primary Accountabilities


Within a typical day, you will be responsible for:


  • Providing advice and financial analysis on complex issues
  • Ensuring expenditures are accounted for in adherence to Generally Accepted Accounting Principles (GAAP), Public Sector Accounting Board (PSAB) and government policies
  • Providing advice, recommendations and assistance to senior management, client departments, agencies, and authorities; preparing of budget and forecast briefing material and financial analysis related to departmental project teams and committees
  • Evaluating and improving financial processes with a focus on internal controls and risk management
  • Leading, coaching and mentoring financial staff with respect to performance management, training and development
  • Developing and maintaining an effective working relationship with departmental staff, external stakeholders, representatives of Finance & Treasury Board, and the Office of the Auditor General.
  • You will lead, participate, or advise on various projects and other assignments from time to time, while being client focused and responding to requests using tact and diplomacy.

Qualifications and Experience


This may be the right opportunity for you if you have a bachelor’s degree from a related discipline, plus several years of progressive financial management and supervisory experience. An acceptable equivalent combination of training and experience may be considered. A professional accounting designation (CPA, CGA, CMA, CA) is required.



As the ideal candidate, you have solid experience in budget development and business planning, forecasting; the ability to provide sound strategic financial and budgetary advice to senior members of the department; experience in providing sound financial advice to various stakeholder groups; effective leadership skills and experience creating, developing, and working in a team environment and be well organized to meet a demanding workload.


You have experience dealing with complex, contentious and sensitive issues in a public forum; excellent interpersonal and communication skills; strong analytical skills, tact and diplomacy; capacity for decisive action and the ability to influence others; the ability to manage multiple demands and interruptions in a challenging, deadline driven environment; as well as working both independently and collaboratively with all levels of management, staff, and other stakeholder groups.


While not required, it is considered an asset if you possess:


Experience in the health care industry in a fast-paced environment

Knowledge and experience in the delivery of a broad spectrum of financial services to a varied client group.

Additional Information


This is a term opportunity with an anticipated end date of January 19, 2024; however, the status of the opportunity (Term/Casual) is dependent on the start date of the successful candidate.

Pay Grade: EC 12

Salary Range: $3,458.20 - $4,322.75 Bi-Weekly
