The Opportunity

The Northern Municipal Services Branch of Government Relations is seeking a Director of Finance and Accounting to provide professional financial accounting expertise. Reporting to the branch Executive Director, the incumbent will be responsible and accountable for:

  • leading the delivery of financial accounting services related to expenditures, revenue, and reporting for the ministry’s local service delivery role to unincorporated areas and northern settlements in the Northern Saskatchewan Administration District (NSAD), and management of the Northern Municipal Trust Account.
  • providing expertise in financial management and accounting to ensure that complex financial transactions are accurate and that financial controls are adequate to safeguard public funds.
  • the financial accounting system, the development of risk assessment strategies, policies, processes and standards, reviewing contracts and agreements, liaising with the Provincial Auditor's office, and leading a unit consisting of approximately six (6) staff.
  • leading the production of timely and accurate management reports to facilitate decision-making by executive management and the Northern Municipal Trust Account Management Board, and plan and develop strategic approaches to the resolution of complex financial, accounting and organizational issues.

Ideal Candidate

The ideal candidate will have a professional accounting designation and outstanding leadership, organizational, interpersonal and communications skills; significant knowledge and practical experience of professional accounting, including principles and standards such as Public Sector Accounting Board standards, Generally Accepted Accounting Principles, and Generally Accepted Auditing Standards. You will have the proven ability to anticipate and recognize financial accounting and management issues, implications, and to evaluate options and recommend solutions. You will have significant experience in program management and human resource management. Strong negotiation skills with demonstrated ability to work with multiple stakeholders with varying interests is also required.
