The Open City and Technology branch of the City of Edmonton requires up to 2 Applications Analysts who are self-motivated, innovative, and organized with application development, exceptional technical, and interpersonal skills to support and enhance land management and workflow enterprise resource planning (ERP) systems. Responsibilities include:

  • Technology Delivery & Operations - Perform complex end-to-end delivery/design and maintenance for systems within the scope of expertise. Make recommendations to the Team lead on tasks distribution within the team as relates to their assigned activity
  • Specialist Advice - Actively maintain recognised expert level knowledge in multiple identifiable specialisms
  • Operations Support - Provide technical expertise to enable the correct application of operational procedures. Use infrastructure management tools to determine load and performance statistics
  • Problem Solving & Analysis - Act as a specialized resource with deep skills in POSSE and related specific technology(s). Design complex solutions by applying approved methods of problem and systems definition, requirements and data specification analysis
  • Application Support - Maintain application support processes, and check that all requests for support are dealt with according to agreed procedures. Use application management software and tools to investigate issues, collect performance statistics and create reports
  • Problem Management - Initiate and monitor actions to investigate and resolve problems in systems, processes and services. Determine problem fixes/remedies
  • Testing & Support - Respond to application or infrastructure related issues, unusual or other situations that impact system performance, perform diagnostics and other problem-solving activities and implement remedial procedures as required
  • Testing - Accept responsibility for creation of test cases using in-depth technical analysis of both functional and non-functional specifications (such as reliability, efficiency, usability, maintainability and portability)
  • Systems Software- Review system software updates and identify those that merit action
  • Maintenance, Planning & Configurations - Maintain an ongoing awareness and understanding of new and enhanced technological development. Research current available technologies, understand/articulate the application road map and proactively plan activities and solutions to meet both customer and application needs
  • Methods & Tools - Provide advice and guidance to support adoption of methods and tools and adherence to policies and standards
  • Configuration Management - Apply tools, techniques and processes to track, log and correct information related to configuration items. Verify and approve changes ensuring protection of assets and components from unauthorized change, diversion and inappropriate use
  • Vendor Relationship Management - Maintain an ongoing awareness and reporting for issues escalated to the Vendor for support
  • Sustainment Activities - Understand and build/demonstrate a plan around sustainment activities within the application that ensures the application maintains it’s critical contractual obligations to maintain support
  • Continuous Learning - Develop a training plan in concurrence with their Team Leader and Manager that ensures they are able to support the application in all aspects throughout its lifecycle
  • Mentorship - Provide opportunities and understanding for AIS I positions on the team, to help develop and expand their understanding from implementation to design
Qualifications:
  • Degree in a Computer Science and four (4) years relevant experience; OR Post-secondary Diploma in Software Development related fields and five (5) years of relevant experience; OR One (1) year related certificate and 7 years relevant experience
  • Technical experience in a computing environment similar to the City of Edmonton's:
    • Complex and highly diverse data, application and technology environments
    • Hybrid environment of cloud and on-premise data, applications, and technologies
  • Computronix POSSE Certifications considered an asset
  • JavaScript, Python, C#, PowerShell, REST/SOAP, JSON, JQuery, Crystal, XtraReports
  • ORACLE / PLSQL considered an asset
  • Other technology specific certifications and diplomas related to the work are considered an asset
  • Experience in the following: .NET, Python, Cloud Computing, SaaS Applications, SQL, Oracle
  • Experience in the following: programming, systems analysis and design, process and data
  • Experience in the following would be considered an asset: Service Bus, Performance Monitoring Tools
  • Understand performance monitoring tools and procedures, and automated testing procedures would be an asset
  • Excellent organizational, interpersonal, verbal, and written skills with a strong focus on customer service, and the ability to excel within a team environment
  • Ability to perform complex end-to-end system integration, solution delivery and maintenance
  • Understand the City of Edmonton IT architectural standards, processes, and procedures is considered an asset
  • Awareness of emerging technologies and the ability to present ideas, recommendations, and proof of concepts to senior levels
  • Understand Web application security and “secure-by-design” methodologies
  • Top Tier Analytical & Problem Solving skills
  • Strong Ability to evaluate complex business process alternatives & translate those processes in a system design with consideration for cost to build & support, audit requirements
  • Strong ability to complete software development and support
  • Excellent time management skills with the ability to coordinate others, plan, and track work as well as strengthen and encourage team members and set a good example

Up to two (2) permanent full-time positions

Hours of Work: 33.75 hours per week, Monday to Friday

The weekly hours of work for this position are currently under review and may change at a future time. Any changes will be made in accordance with the City of Edmonton and Civic Service Union 52 collective agreement and the incumbent will be notified in advance.

Salary: $48.106 - $61.389 (Hourly); $84,750.750 - $108,152.070 (Annually)
