Job Summary
Under the supervision of the Supervisor VI (Water and Sewer Trouble), this position oversees activities in the Water andamp; Sewer Trouble workgroup as required, including operation, inspection and maintenance of the Water Distribution, Waste Water Collection, and Storm Sewer system to ensure safe and reliable system operation.
Duties & Responsibilities
1. Assists supervisor to schedule, train, direct, supervise and evaluate assigned staff engaged in the inspection, operation and maintenance of the water distribution system.
2. Ensures that work activities are performed in accordance with all applicable standards, specifications, methods, policies and regulations. Assists with the development of standards and specifications.
3. Ensures that equipment and materials are in place prior to starting any activities. Assists with development of specifications, review and selection process for the purchase of equipment, materials products and services.
4. Assists with the development and implementation of annual plans, operational procedures, training programs and approaches. Participates on program planning and review teams.
5. Assists with documentation, planning and implementation related to materials, equipment and methods.
6. Maintains comprehensive records, manual and electronic, of the operation, inspection and maintenance performed.
7. Reviews and analyzes operation, inspection and maintenance activities and recommends appropriate operational and repair strategies and system improvements.
8. Performs water quality sampling and testing and responds to water quality issues.
9. Ensures that various inspection reports, daily reports, time sheets, corporate leave forms are completed as required in a timely and accurate manner. Assists with incident investigation reports, vehicle and equipment accident reports, etc.
10. Supports and promotes the health and safety of employees and the general public in accordance with the Saskatchewan Employment Act, Saskatchewan Health Regulations and Standards, Occupational Health & Safety Regulations and the City of Saskatoon’s administrative Occupational Health & Safety policies and departmental procedures. Maintains and monitors programs which affect public health and safety.
11. Responds to, and documents, oral and written enquiries and complaints.
12. Performs the duties of a Water System Operator or Supervisor VI (Water Operations), as required.
13. Participates in on-going training, including operator certification training as directed.
14. Performs other related duties as assigned.
Qualifications
  • Grade 12 education.
  • Graduation from a recognized, post-secondary water and wastewater technician program would be an asset.
  • Three years’ experience in water distribution system operations, inspection and maintenance including one year supervisory experience or completion of an approved supervisory program
  • Possession of Level 2 Water Distribution Operator Certification from the Saskatchewan Operator Certification Board.
  • Must complete Level 3 Water Distribution Operator Certification from the Saskatchewan Operator Certification Board within 12 months of hire.
  • Possession of a valid Saskatchewan Class 5 Driver’s Licence.
  • Current driver’s abstract from SGI demonstrating a safe driving record.
  • Possession of a valid first aid certificate, training provided up on hire.
  • Possession of confined space training, fall restraint training, and H2S Awareness training.
  • Possession of confined space rescue training.
  • Possession of Trench Safety training
  • Knowledge of the Corporate Safety Policy and practices, WHMIS, OH&S Regulations, applicable bylaws, environmental regulations, procedures and policies,.
  • Knowledge of the materials, methods, techniques and equipment used in operating, inspecting and maintaining water distribution systems.
  • Knowledge of engineering terminology and techniques related to the assigned work.
  • Knowledge of water, sewer, electrical, gas, telephone and cable television subsurface installations.
  • Ability to operate all applicable technical monitoring devices used in field task monitoring and data collection.
  • Ability to compile technical and field data in a comprehensive manner.
  • Ability to establish and maintain effective working relationships with team, with public, contractors and civic employees.
  • Ability to multi-task, meet deadlines, and manage several concurrent priorities.
  • Demonstrated ability to mentor, lead and encourage staff to develop skills and work towards organization and departmental goals.
  • Ability to communicate effectively, orally and in writing.
  • Ability to perform confined entries complete with necessary fall protection equipment and air quality monitoring equipment.
  • Skill in the care and use of complex office and field equipment.

Weekly Hours: 40
Salary Range: $33.19 to $34.53 CAD per hour (2022 rates)
