About Our Opportunity


We are looking for energetic individuals who have a passion for our province and the ability to share this knowledge and enthusiasm with individuals interested in making Nova Scotia their home. Under the supervision of the Manager of Navigator Services, the Stakeholder Liaison Officer is a key member of the Attraction and Engagement team.


In this position, you are responsible to recruit, develop and cultivate productive working relationships with newcomers interested in migrating to Nova Scotia. You will provide the direct contact with individuals seeking more information on working and living in our province, providing timely and knowledgeable responses. This will involve proactively reaching out to stakeholders, including municipal, provincial, and federal representatives and maintain support networks to advance population growth priorities.


The position is critical to meeting the mandate and objectives for population growth in supporting the attraction and retention of newcomers, contributing to the positive perception of Nova Scotia.


The position reports to the Manager of Navigator Services.

Primary Accountabilities


The work of the Stakeholder Liaison Officer includes:


  • The Officer has excellent communication skills (written and verbal) in providing timely, quality advice to newcomers and other stakeholder in responding to inquiries. You provide exceptional client service and accurate information based on individual needs and/or questions.
  • Strong relationship building and partnering skills are required, using knowledge of Nova Scotia to build, maintain and leverage relationships with subject matter experts within the public, private and community sectors to secure the critical resources and information quickly and accurately to meet individualized newcomer needs.
  • You have experience in researching, data collection and analysis, including the preparation of reports, briefing materials and other correspondence.
  • You are able to work with minimal supervision, demonstrating excellent initiative with highly developed interpersonal skills
  • You may represent the department on various working groups and committees at both local and provincial levels, to support program and departmental priorities.
  • Experience interpreting and applying legislation, regulations, policies and guidelines

Qualifications and Experience


To be considered for this position, you hold an undergraduate degree in a related field such as commerce, in addition to a minimum of 1 year of directly related experience in gathering, researching, and analyzing information. You have gained expertise in interpreting and applying legislation, regulations, policies and guidelines. You also possess strong interviewing skills allowing you to engage and communicate effectively with diverse groups. You are proficient in various computer software programs such as Microsoft Suite. You display a passion for our purpose with your general knowledge of government departments and organizations involved in citizenship and immigration. Objective decision making, as it pertains to the assessment of applications, is a must. Strong English speaking, writing, reading and oral comprehension skills are required for this position.

An understanding of the Nova Scotia economic conditions, and our labour market priorities would be viewed as assets. The ability to speak French or other language(s) would also be an asset.

This is a term employment opportunity with an anticipated end date of November 1, 2023. The appointment status (‘term’, ‘temporary’ or ‘casual’) is dependent on the start date of the successful candidate.

Pay Grade: PR 05 - PR 13

Salary Range: $1,782.32 - $3,001.65 Bi-Weekly
