Department Information

The Department of Finance has the mandate to provide leadership and direction to the public service in all areas of finance and human resource management. This mandate includes negotiating major financial arrangements with the federal government, providing analysis and advice to the Financial Management Board, and ensuring that financial and information resources are managed effectively, efficiently and economically. This mandate also includes the recruitment and retention of a competent public service that is representative of the people it serves and the development of programs and services that effectively serve the human resource needs of the public service.

Job Information

Reporting to the Client Service Manager the incumbent position provides general human resource transactional services including recruitment services, job description preparation, labour relations advice and services and coordination of employee orientation and employee recognition. The work of this position helps to ensure the recruitment and retention of a qualified and capable public service in the Yellowknife service area as outlined in established GNWT Acts, regulations, guidelines, policies, procedures, service agreements and applicable Collective Agreements.

The Human Resource Officer plays a key role in the development and implementation of departmental recruitment plans and works directly with departmental managers to facilitate the full-cycle recruitment process. The position also works with management to promote healthy labour/management relations, by assisting with general labour relations issues as directed by their supervisor.

Knowledge, skills and abilities include, but not limited to the following:

  • Proven client service orientation.
  • Ability to effectively communicate orally and in writing with senior managers, technical staff and other employees.
  • Proven organizational and time management skills.
  • Proven knowledge of Acts and Regulations applicable to human resource management.

Typically, the qualifications of this position are attained through completion of a relevant bachelor degree and two (2) years of experience in a relevant field.
