Halifax Regional Municipality is inviting applications for an expression of interest for a full time (up to 12 months) term position which may become permanent of Procurement Analyst with Procurement, Finance and Asset Management. Under the direction of the Procurement Practices Consultant, the Procurement Analyst is responsible for the administration, analysis, interpretation, reporting, overall enhancement and value maximization of the Price and Scheduling Agreement Portfolio; Statistical reporting of procurement activities; Back up master data creation and maintenance process requirements to Master Data Administrator. This position requires extreme diligence and analytical skills to ensure that financial risk on behalf of HRM is mitigated and commercial opportunities are maximized in a timely manner meeting the strategic and operational requirements of HRM Procurement division.

DUTIES AND RESPONSIBILITIES:
  • Analyses Price and Scheduling Agreement portfolio for consolidation, corporate and business unit initiatives, and value opportunities;
  • Coordinates, develops and manages reports;
  • Interprets complex procurement data from a variety of sources, providing summary, findings, and/ or recommendations to Procurement Staff;
  • Integrates corporate initiatives into price and scheduling agreement portfolio;
  • Provides functional back up to Master Data Administrator for master data creation and maintenance;
  • Researches for information related to Price Agreement requirements.
  • Liaises with Master Data Administrator related to SAP maintenance strategies to ensure SAP data usage is optimized;
  • Reports on procurement activities and progress related to corporate initiatives involving Price Agreements;
  • Facilitates contract review activities with clients and vendors;
  • Maintains master Price and Scheduling Agreement Database; Circulating updates to clients;
  • Reports on Price and Scheduling agreement usage and activity;
  • Develops and maintains department's process maps;
  • Contributes to team activities and goals, and continuous improvement initiatives.
QUALIFICATIONS
Education and Experience:
  • Diploma in Business Administration, Procurement Designation or a combination of formal education and experience;
  • Three years Procurement or Related Experience, including proficiency in SAP.
Technical / Job Specific Knowledge and Abilities:
  • Strong knowledge of computers in a Windows and Microsoft Office environment, plus above-average skill using database, and spreadsheet applications;
  • Strong analytical aptitude;
  • General knowledge of sound tendering practices and contract law;
  • Knowledge of HRM's Procurement Policy;
  • Excellent oral and written communication skills.
Security Clearance Requirements: Applicants may be required to complete an employment security screening check.

Please note-Testing may be conducted as a component of the selection process to assess technical and job specific knowledge. Candidates who are selected for testing, may be tested in a group setting, scheduled at the employers discretion.

WORK STATUS: Term ( 12 months), Full-time

HOURS OF WORK: Monday to Friday 8:30am-4:30pm, 35 hours per week

SALARY: NSUPE 13, Level 5; $26.90 per hour

WORK LOCATION: 40 Alderney Drive, Dartmouth, NS.
