The department is seeking two Senior Financial Analysts for the following divisions:

The Administration and Finance Division oversees comptrollership and administrative functions and ensures financial and administrative policies, services and reporting systems are developed, maintained and administered effectively in support of the department’s accountability framework. The division monitors the financial performance of funded agencies to ensure public funds are properly and effectively used for service deliveries. The division provides leadership, direction, advice and guidance in the areas of comptrollership, financial and administration management, strategic resource planning and risk management to support the department, related agencies and stakeholders.

The Technology and Transformation Division is a centralized area for strategic planning, managing information and communication technology (ICT) investments for the department as well as supporting and delivering on transformational work within the department. The Senior Financial Analyst will monitor, verify and prepare all financial information on behalf of the Technology and Transformation Division and its three branches (Transformation Management Office, Project Management Office and Business Support Services Branch).

Qualifications:
Essential:

  • Professional CPA designation with current and active membership in CPA Manitoba and CPA Canada. A Bachelor’s degree in accounting, finance, economics, business administration and related experience with financial reporting and management may be considered.
  • Extensive experience with financial modelling and financial analytical work such as trend analysis and cost benefit analysis
  • Extensive experience with Excel and other Microsoft Office software applications
  • Experience with financial forecasting including estimating expenditures and developing options
  • Experience with financial management including planning, budgeting and expenditure control
  • Demonstrated superior analytical and critical thinking skills to drive innovation and creative problem solving
  • Strong verbal communication skills including the ability to deliver technical financial information to non-financial individuals and present complex financial recommendations to management teams
  • Strong written communication skills including the ability to draft financial policies, procedures and guideline documents
  • Strong interpersonal skills to interact professionally with internal and external stakeholders
  • Strong organizational and time management skills to complete assignments within tight deadlines

Duties:
Reporting to the Assistant Deputy Minister, the Senior Financial Analyst (SFA) provides analytical and financial modelling expertise to various programs on a project-by-project basis. The SFA is part of a team supporting the Department of Families with estimates, monthly and quarterly financial reporting and year-end reporting. The incumbent evaluates program proposals, monitors and analyzes expenditures, and assesses forecasting mechanisms and methodologies used for estimated amounts. The SFA leads the development of financial and administrative policies, processes and procedures for the Department.
