Department Information

The Department of Infrastructure (INF) provides high quality services to the public and Government of the Northwest Territories’ (GNWT) departments, boards and agencies including the planning, design, construction, acquisition, operation and maintenance of public transportation infrastructure and the buildings, works and equipment required for the GNWT to deliver its programs and services. INF makes essential petroleum products available for sale to the public where these products are not provided by the private sector, and promotes the development and increased use of energy efficient technologies. INF also regulates electrical and mechanical safety services and licenses individuals and vehicles operating in the territory.

Job Information

The position is located in Yellowknife and reports to the Assistant Deputy Minister, Asset Management.

The Departmental Capital Planner leads and manages the overall development, implementation, and monitoring of the Department's long-range and annual Capital Plans along with all related processes. The Capital Planner produces and manages all the documentation, detailed analysis and current status reporting on the entire capital program for the Department of Infrastructure but also monitors progress on client Department capital programs ( other Departments which the Department of Infrastructure is responsible to deliver their projects such as ECE, HSS, JUS and Housing).

This position leads the: planning, detailed analysis of options; socio-economic reviews, regulatory reviews, financial analysis and needs assessment for the effective long and shortrange management of public infrastructure (buildings), improvements and additions to the transportation network in the NWT (roads, bridges and ferry landings) and the mobile fleet of equipment. This position also provides objective analysis, support, expert advice and direction to decision-makers in other departments concerning the overall GNWT capital planning process.

The position critically assesses proposed infrastructure capital planning strategies against established policies and the overall GNWT priorities, budget realities, and innovative financing options including public-private partnerships (P3s) and eligibility for cost-sharing and federal infrastructure funding. The incumbent will also provide advice and recommendations on any application for external funding programs.

Typically, the above qualifications would be attained by:

  • University degree in science, project management, engineering, business, or a directly related field;
  • Seven years of experience in planning, transportation or town planning, design, construction, operations and analysis preferably in a public sector environment; OR
  • An equivalent combination of education and experience.
