Halifax Regional Municipality (HRM) is inviting applications for the permanent position of Accountant in the Asset Management Office, Finance and Asset Management. Reporting to the Manager, Capital and Asset Management, this position is responsible for the timely and efficient performance of accounting and reporting activities of the HRM.

DUTIES AND RESPONSIBILITIES:
  • Maintain capital project master data (project creation, funding, project closure).
  • Monitor and ensure all capital project budgets are recorded and reconciled in SAP, including verification of budget change requests, funding swaps, and closing projects.
  • Facilitate compliance with external funding programs through preparing submissions for reimbursement, billing external parties, and compiling supporting materials for audit requirements.
  • Review and verify all capital spending requests.
  • Classify capital expenditures to appropriate asset or as an item to be expensed.
  • Analyze Tangible Capital Assets.
  • Maintain asset sub-ledgers (asset creations, adjustments, retirements, asset pools).
QUALIFICATIONS:
Education and Experience:
  • High School diploma
  • Completion of a diploma or certificate program in Business with a focus on Accounting;
  • Completion of two years of a recognized professional accounting program;
  • Approximately 3 years related, broad financial experience;
  • Suitable combination of training and experience may also be considered.
Technical / Job Specific Knowledge and Abilities:
  • Thorough knowledge of accounting principles (specifically Tangible Capital Assets), municipal accounting procedures and regulations.
  • Strong interpersonal skills.
  • Broad financial background. In a municipal setting would be an asset.
  • Demonstrated ability to work with windows based software (Microsoft Suite, SAP and other software).
Pre-Employment Requirement: Halifax Regional Municipality has a Mandatory COVID-19 Vaccination Policy which requires all employees to be fully vaccinated against COVID-19. HOURS OF WORK: 35 hours per week, Monday - Friday, 8:30 a.m. to 4:30 p.m.

SALARY: As per the NSUPE Collective Agreement, Level 7, $33.08/hour

WORK LOCATION: Eric Spicer Building, 21 Mount Hope Ave, Dartmouth, NS
