Full Description

Duties:
  • Administers the tendering/RFX procedures, processes tenders/RFX and expedites the award recommendation and issuing of purchase orders. Assists with the preparation of procurement reports.
  • Provides advice, guidance and direction to departments and others regarding procedures, specifications, availability, delivery requirements etc.
  • Opens and evaluates tenders/proposals and tabulation and develops recommendation to the requester.
  • Leads and establishes blanket or strategic purchase contracts.
  • Awards and issues contracts within delegated authority.
  • Researches, locates and selects sources of goods and services.
  • Assists in requirements for goods and services, including specifications for tenders, and provides commercial feedback to Scope of Work development.
  • Communicates with suppliers and internal City staff pertaining to a variety of procurement issues.
  • Reviews and investigates delayed deliveries, cancellations and claims related to lost and damaged goods.
  • Assists the accounting staff with purchase order invoicing and payment issues.
  • Maintains vendor and product lists.
  • Performs other related duties as assigned.
Qualifications:
  • Grade 12 education.
  • Four years’ directly related purchasing experience.
  • Possess a Diploma in Supply Management delivered by SCMA (Supply Chain Management Association of Canada) or an equivalent level of education achieved via the SCMP Designation Program or an Operations Management degree or Supply Chain Management Business Administration degree.
  • Considerable knowledge of a variety of products and sources of supply.
  • Considerable knowledge of advanced & strategic purchasing principles, methods and procedures.
  • Considerable knowledge of contract law, competition act and ethical purchasing practices
  • Demonstrated ability to analyze information and exercise good judgement in strategic sourcing, decision making and recommendations.
  • Ability to communicate effectively orally and in writing.
  • Ability to deal courteously, tactfully and effectively with suppliers and civic staff
  • Ability to work with minimal supervision.
  • Demonstrated skill in the operation of Office Suite software and ERP software Ability to render decisions exercising good judgement.
  • Ability to work with minimal supervision.
  • Ability to express ideas effectively orally and in writing.
Salary:
$60,567.84- $66,775.68 per annum (2021 rates)
