Reporting to the Director, Compensation & Benefits, the Regional Manager of Compensation & Benefits - Intern is accountable for the management of the professional staff who provide payroll and compensation services to Government of Nunavut employees in the Qikiqtaaluk region in accordance with the provisions of the two Collective Agreements, the Nunavut Public Service Act and associated Regulations and Directives, employee handbooks and the technical requirements of the GN’s payroll system.

The Manager - intern manages regional payroll and benefits staff that input information to the payroll and benefits system, process pay documentation, disburse salary cheques and provide related services to all regional employees. Is responsible for the administration of all pay actions through the payroll system, managing controls to ensure that transactions are properly authorized, accurate enrollment of staff in benefits programs and assisting them to access insurance and pension benefits provided by outside carriers. Must interact with employees related to pay disputes and complaints and administer court ordered deductions and requirements to pay.

The candidate must have knowledge of compensation methods, practices, principles, procedures and techniques to effectively manage regional operations, guide staff offering the service and provide advice and opinions to managers, employees and human resource advisors. Knowledge of the interpretations and applications of acts, regulations, directives, collective agreements and employment conditions related to the GN and other agencies to effectively observe, analyze, and resolve payroll and benefits problems and advise staff, managers and clients. Ability to supervise, coach and lead a team and to work in a computerized environment and be proficient with work processing, presentation and spreadsheet software.

The job requirements are combination of knowledge, skills and abilities normally acquired through Completion of Payroll Compliance Practitioner (PCP) or Certified Employee Benefit Specialist (CEBS) certification or equivalent, Two (2) years’ experience in dealing with compensation and benefits administration, and a completion of Grade 12, or equivalency.

Equivalencies that consist of an acceptable combination of education, experience, knowledge, skills and abilities may be considered.

Knowledge of Inuit language, communities, culture, land and Inuit Qaujimajatuqangit is required for this position.
