Reporting to the Director of Infrastructure, this position will be responsible for strategic planning, organizing and directing operational activities related to corporate assets including water and wastewater utilities, solid waste, recycling, transit, facility maintenance and fleet services. The Manager, Utility & Facility Operations is responsible for overseeing activities in these areas to ensure the department’s success and that exceptional service levels are maintained. The successful candidate will focus on processes and planning, problem solving, and dealing with emergent concerns. This role requires an active, engaged leader who can motivate and lead a diverse team as well as develop positive relationships with various stakeholder groups locally and regionally. Key areas of responsibility include:
- Lead and mentor team members; supporting an environment that encourages creative thinking and innovation
- Plan, monitor, and analyze key metrics for the day-to-day performance of utility operations
- Develop annual, four-year and long-term business lifecycle plans for infrastructure and service levels to properly maintain the City’s infrastructure
- Accountable for the development and ongoing management of capital and operating budgets
- Oversee and manage operations and maintenance contracts, projects, preventative maintenance plans, guidelines, standard operating procedures for all related assets
- Ensure that operations are compliant with Federal, Provincial, and Municipal regulations and legislation
- Manage projects related to the construction, maintenance, and repair of all the City buildings
- Develop and oversee operational policies, standards, procedures and preventative maintenance programs
- Implement and monitor long term planning goals that support the effective implementation of operating expenditures through service contracts
- Develop and manage operational business continuity strategies across the assigned department lines
- Participate as required in the Alberta Capital Region Wastewater Commission Technical Advisory Committee and the Capital Region Southwest Water Services Commission Technical Committee
- Build and maintain positive relationships with stakeholders locally and in the region
- Lead and support various departmental and corporate initiatives toward continuous improvement
- Contribute to corporate culture through the promotion and adherence to the City of Beaumont values statement
- Promote health and safety across the corporation and ensure business practices adhere to City health and safety protocols and applicable Occupational Health and Safety legislation
As the ideal candidate, you have the following:
- Related post-secondary education; a degree in a directly related field (e.g., Business Administration, Engineering, Technology or similar. Equivalencies may be considered
- 5 years progressive supervisory and leadership experience with the ability to mentor, coach and inspire others
- Experience successfully managing capital and operating budgets in a municipal environment (or similar)
- Demonstrated skills and the ability to balance multiple priorities to bring projects to completion using sound judgement and initiative
- Exceptional communication and professional relationship building skills, demonstrating tact and diplomacy to establish trust and credibility building strong and successful working relationships with both internal and external stakeholders
- Strong computer skills including but not limited to Microsoft Office 365 Suite, budget, and other software programs. Experience with Cityworks would be an asset
- Extensive knowledge of provincial policies and federal regulations for municipal infrastructure
- Awareness of political sensitivities, excellent negotiation, facilitation, and conflict resolution skills
- Practical knowledge and understanding of municipal policies, procedures, and processes as well as a working knowledge of facility and utility infrastructure maintenance and construction management
- Ability to mediate and problem solve multifaceted situations
- Preference will be given to candidates who have experience with municipal government
This position offers a salary range of $100,664.20 - $131,349.40 (based on experience and qualifications), a competitive benefits package, enrolment in LAPP, and a 35-hour work week.
