The Canadian Red Cross Society, a not for profit, humanitarian organization dedicated to helping Canadians, as well as, the most vulnerable throughout the world, is currently seeking a Provincial Manager- Prince Edward Island.

Reporting to the Provincial Director, New Brunswick & PEI, your priorities will include the efficient planning, delivery, growth and monitoring of all programs and services in Prince Edward Island by formulating and implementing the provincial operational goals and standards in a changing environment. The incumbent will also identify, cultivate, develop and maintain effective relationships and partnerships within the public, municipal and provincial governments, funding organizations/sponsors and various community groups.

In this role you will be responsible for:

Operational Planning and Program Leadership

  • Assist with the development and implementation of the province’s operational plan; identify and sets priorities.
  • Monitor the changing social, demographic and political developments that may impact on established policies, programs and services, and advises the Provincial Director, New Brunswick & PEI, as appropriate.
  • Review and sign, in conjunction with the Provincial Director, New Brunswick & PEI, all program/service contracts in accordance with the CRCS CASA signing limits guideline.
  • Monitor, on a regular basis, adherence to service contract obligations to rectify non-compliance when necessary.
  • Participate in financial management which includes budget development, overseeing allocated budget and monitoring variance reporting, and submits to the Provincial Director, NB & PEI for analysis, financial and operational reports, and identifying deviations from established objectives and/or trends.
  • Ensure effective financial management and that financial controls and procedures are maintained.
  • Ensure quality and risk management standards are adhered to.
  • Oversee provincial marketing of programs/services; ensure media relations and communications are handled appropriately.
  • Collaborate with the National Facilities team to ensure effective management and maintenance of all Canadian Red Cross property and equipment.
  • Coordinate all rental agreements and arrangements for training partners and external use of the training room.
  • Ensure the support of the National Fleet Management team and Atlantic Logistics Officer to monitor and coordinate all fleet requirements ensuring proper maintenance, rotation and procurement through nationally approved processes.

Manage and monitor the operational activities of Emergency Management within the province of Prince Edward Island in a manner consistent with established policies and procedures.

  • Collaborate in the development of operational planning activities for service delivery.
  • In collaboration with the Director, Emergency Management, develop and implement promotion strategies to support program activity.
  • Ensure implementation and maintenance of effective and efficient operational procedures, quality assurance standards, reporting systems and controls, to ensure the proper and consistent delivery of programs.
  • Ensure that all operations implement quality assurance programs and that service affiliate sites adhere to established agreements and standards of program delivery.
  • Initiate ongoing evaluation of Emergency Response programs delivered within the Region to maintain relevance to the communities' needs.
  • Support all provinces within Atlantic Canada in analysis of capability-based planning, program requirement assessments and other strategic analytical requirements.

Manage and monitor the operational activities of Prevention & Safety within the province of Prince Edward Island in a manner consistent with established policies and procedures.

  • Lead in the development of operational planning activities for service delivery including Day Camps.
  • Develop and implement promotion strategies to support program activity.
  • Provide oversight and support to Training Partners.
  • Provide support and leadership to issues management within the Day Camps.
  • Ensure implementation and maintenance of effective and efficient operational procedures, quality assurance standards, reporting systems and controls, to ensure the proper and consistent delivery of programs.

Manage the delivery of the Health Equipment Loan Program in a manner consistent with established policies and procedures in the province of Prince Edward Island.

  • Ensure operational procedures, quality assurance standards, reporting systems and controls are effective and efficient to ensure the proper and consistent delivery of the program.
  • Ensure program requirements and/or changes are communicated effectively to the employees and volunteers.
  • Monitor functions related to maintaining the programs and service standards and ensure compliance with established policies and procedures.
  • Ensure program training requirements are delivered to the appropriate employees and volunteers.
  • Resolve issues to ensure consistency with program requirements and obligations across the province.
  • Cultivate and maintain relationships with relevant partners, including but not limited to provincial departments, municipalities, referral sources, associations and boards.
  • Ensure the coordination and scheduling of the delivery of HELP in three (4) designated locations within the province.

Establish and maintain relationships/partnerships with all levels of government, community groups and service organizations as well as the business community.

  • Establish, develop and maintain effective formal and informal relationships and partnerships within the Society, municipal and provincial governments, funding organizations/sponsors and various community groups.
  • Develop and maintain relationships with the community and remains an active member of community volunteer networks.
  • Serve as senior Canadian Red Cross official in the province to foster a strong positive public opinion of the Canadian Red Cross.
  • Ensure effective communication and collaboration with Philanthropy as it relates events / activities on Prince Edward Island.

Manage human resources within established Society, provincial and contracted requirements to achieve predetermined program outcomes with the most efficient and effective use of employee and volunteer skills.

  • Employees and Volunteers at every level are responsible for safe work practices and to adhere to practices outlined in their applicable provincial Occupational Health and Safety Act.
  • Support other Red Cross initiatives, as needed, to provide for a coordinated team effort to meet the needs of the vulnerable in our communities.

We're looking for:

  • Bachelor’s degree in a related area of study and six to ten years of work-related experience in operations , planning and evaluation and/or an equivalent combination of education and experience.
  • Excellent leadership, project management skills and experience with volunteer resource management is required.
  • Interpersonal skills and sensitivity to interact effectively and build on-going relationships with diverse groups of volunteers and employees across the Society and external partners is required.
  • Demonstrated ability to develop and sustain stakeholder relationships is required.
  • Strong communication skills to deliver presentations to large audiences, senior decision makers, and diverse groups and stakeholders/partners are required. Both written and oral competencies in English are required and French is a definite asset.
  • Proven experience in program, people and financial management in a complex environment is essential.
  • Demonstrated computer proficiency for the development of project plans, presentations and documents is required.
  • Ability to prioritize and organize multiple issues simultaneously is critical.
  • Strong analytical, problem solving and decision making abilities, combined with sound organizational and supervisory skills, are essential.
  • Ability to deploy within the province and/or Canada for a 2 to 3 week period, as required.
  • Valid driver’s license with willingness to travel within province.
  • A satisfactory driver’s abstract is required.
  • A satisfactory Enhanced Police Information Check (EPIC) is required.
  • Standard First Aid & CPR certification is required.
