The Manitoba Advocate for Children and Youth (MACY) is an independent officer of the Legislative Assembly and is independent of government. The Manitoba Advocate’s statutory mandate includes representing the rights, interests, and viewpoints of children, youth, and young adults receiving any designated or reviewable services as described under The Advocate for Children and Young People 2016.. The Manitoba Advocate also reviews and reports upon the standards and quality of those reviewable and designated services provided to children, youth, and young adults who have died, to educate the public and to enhance the safety and well-being of Manitoba children, youth, and young adults.

Qualifications:
Essential:

  • Post-secondary education, preferably at the master's level (or higher) in social sciences, public health, statistics and social work with a minimum of five years of experience in the areas of applied quantitative and qualitative research (or an equivalent combination of education and experience).
  • Experience in designing research and evaluation, conducting primary data collection (e.g., interviews, focus groups) and doing qualitative and quantitative data analysis using programs such as R, SAS, SPSS, MATLAB, MAXQDA and NVivo.
  • As the primary author of research papers, particularly involving children, youth, and young adults, and their families, I have a superior ability to communicate effectively in verbal and written forms.
  • Demonstrated ability to assume responsibility for a wide variety of complex, difficult and sensitive cases; research projects; and public educational activities. To handle such assignments with sensitivity and sound judgment within the parameters of MACY's mandate, policy and procedures.
  • Problem solving, dispute resolution and mediation skills are used in resolving many different issues (interpersonally and systemically) through the gain of support from others.
  • Demonstrated knowledge of Indigenous history and culture in Manitoba, the aims and objectives of First Nations, Inuit and Métis with respect to providing culturally appropriate services. '
  • Education and understanding of one or more provincial child- and youth-serving public systems, including services/systems such as: child and family services, youth justice, addictions, disabilities, mental health, education and support for victims.
  • excellent and demonstrated organizational and time management skills.

Desired:
  • Experience analyzing data from large government databases, such as CFSIS, ADT, EDIS. LM, MH, Cds or COMS.
  • The ability to communicate in French or one of the indigenous languages spoken in Manitoba is considered an asset.

The Manitoba Advocate for Children and Youth is looking for candidates who are willing to work on a flexible schedule to cover office demands and when travelling for work related purposes.

Duties:
The Researcher analyzes trends, findings, and recommendations arising from the work of the Manitoba Advocate for Children and Youth (MACY) Office and creates and develops comprehensive special research reports about complex, interdepartmental issues and systemic trends that impact children, youth, and young adults in Manitoba. The purpose of special reports is to educate and inform, and to issue recommendations to improve the responsiveness and effectiveness of public services in Manitoba. The special reports may be made public at the discretion of the Manitoba Advocate for Children and Youth, and may include formal recommendations to government ministers, other senior-level departmental staff, any public body or person, or any organization providing any designated or reviewable service as described in The Advocate for Children and Young People 2016.. The special reports developed by the incumbent may deal with complex, high profile, or contentious social and political issues, and may refer to and comment on any matter the Manitoba Advocate for Children and Youth has reviewed or investigated. The incumbent must demonstrate expertise and knowledge of a variety of inter-related social and political issues, research methodologies, protocols, and risk assessment strategies. The incumbent will brief the Manitoba Advocate for Children and Youth or designate on evidence-informed issues, trends, risks, and opportunities related to any designated or reviewable service or any other matter relevant to the work of MACY.
