Municipal Law Enforcement Officer

The Portfolio

Reporting to the Manager of Legislative Services/Deputy Town Clerk, the Municipal Law
Enforcement Officer is responsible for investigating and resolving complaints regarding municipal
by-laws and other legislation enforced by the Town. Receiving work direction of the Municipal
Law Enforcement Coordinator, the Municipal Law Enforcement Officer will be required to carry
out investigations, mediate conflict, issue notices and orders, and attend court to provide
evidence. The Municipal Law Enforcement Officer may also be required to attend and provide
evidence at property standards appeals and licensing hearings.

The Candidate

As a candidate for this position, you have achieved a post-secondary degree or diploma in Police
Foundations, Law Enforcement or a related field. You have one (1) to two (2) years of related
municipal law enforcement experience and a working knowledge of Municipal By- laws and related
legislation, including the Provincial Offences Act, Ontario Evidence Act, Municipal Act, Building
Code Act and Planning Act. You possess strong public relations and customer service skills with
the ability to use sound judgement when solving problems and conflicts. Certification through the
Municipal Law Enforcement Officers’ Association and the Ontario Association of Property
Standards Officers is considered an asset.

Candidates must be able to perform the physical requirements of the job, which includes walking,
sitting and standing for extended periods of time.

JOB POSTING

Municipal Law Enforcement Officer
Legislative Services Department

Duties and Responsibilities:

1. By-law Enforcement (60%)

1.1 Inspects private, residential and commercial properties to determine compliance with
designated by-laws (i.e. clean yards, zoning, signage, property standards, pool
closures and licensing).

1.2 Investigates violations, or perceived violations, of by-laws and provincial legislation
involving collection of evidence, determination of an offence and documentation of
violations.

1.3 Enforces Town by-laws to ensure properties are in compliance, and advise those in
non-compliance of the requirements and work to achieve compliance, or proceed with
prosecution.

1.4 Serves summons to property owners, corporations, contractors and other parties for
offences where prosecution is required due to non-compliance with Town by-laws and
provincial legislation (e.g. Ontario Building Code Act and Regulations, Ontario Fire
Code, Fire Protection and Prevention Act, etc.).

1.5 Receives and responds appropriately to complaints regarding Town by-laws (e.g. dog
barking, noise, garbage, etc.) and escalate to supervisor, as required.

1.6 Attends special events for the purpose of enforcing Municipal By-Laws, Trespass to
Property Act and Highway Traffic Act (e.g. erecting/removing temporary
signage/barricades).

1.7 Assists with site security at Town facilities/locations to provide a uniform presence
and visibility for Town employees and members of the public.

1.8 Prepares evidence for the Ontario Court of Justice in accordance with the rules of
evidence.

1.9 Confers with Niagara Regional Police (NRP) and municipal lawyers regarding
pre/post-court appearances, and speak to fines and penalties; prepare prosecution
as required.

1.10 Provides assistance to other enforcement officers as required
1.11 Performs other relevant department and division duties, as required.

2. Parking Enforcement (40%)

2.1 Enforcement of municipal parking rules, issues of warnings and citations for violations, 2.

and investigates to complaints.
2.2 Provides information to members of the public regarding parking regulations, Town

facilities, geographic information and the location of Town streets, buildings and points
of interest.

2.3 Prepares evidence and appears in court to defend challenged parking infractions, as
required.

3. Other

3.1 Works in a safe manner in accordance with the Occupational Health and Safety Act,
associated regulations, other applicable legislation, Town by-laws, policies,
procedures, and guidelines.

Assigned 3.2 Other related duties:

The successful candidate must possess the following qualifications :

Education 
Post-secondary degree or diploma in Police Foundations, Law Enforcement or a related

field. 
Certification through the Municipal Law Enforcement Officers’ Association and the Ontario

The Association of Property Standards officers considered it an asset.

License, training, and registration.
Standard First Aid and CPR-C Certification. 
Valid and unrestricted Class “G” driver’s license with a clean Drivers Abstract to the

satisfaction of the Town. 
Police Vulnerable Sector Check (Level 3) or Judicial Matters Check to the satisfaction of

the Town.

Experience 
One (1) to two (2) years of related enforcement experience, preferably in a municipal

environment.

Knowledge/Skills/Abilities 
Working knowledge of Municipal By-laws and related legislation, including the Provincial

Offences Act, Ontario Evidence Act, Municipal Act, Building Code Act, Planning Act and
other related legislation. 

Knowledge of the Occupational Health and Safety Act. 
Strong public relations, customer service, diplomacy, tact, sound judgement and the ability

to communicate orally and in written form in a clear and concise manner. 
Strong problem-solving and conflict management skills with the ability to deal with irate

people and volatile situations. 
Possess excellent leadership and communication skills; ability to present a pleasant

demeanor to the public. 
Strong organizational skills; possess sense of thoroughness and demonstrated ability to

work on own initiative. 
Established skills and experience utilizing property management software and Microsoft

Office (Outlook, Word, Excel and Power Point). 
Must be a self-motivated, self-disciplined worker; possess the ability to work independently

and in a team environment. 
