Under the general direction of the Assistant Chief of Service for Quality, Data Scientist will work with a multi-disciplinary team to identify, monitor and address Departmental challenges and opportunities guided by principles of scientific method, sustainability and innovation.

Data Scientist will work all across the organization to help shape the Department's business and technical strategy by processing, analyzing and interpreting data sets of all kinds. The Data Scientist also serves as a role model and a champion in promoting an evidence-based, investigative culture across its organization by advising, consulting and educating its user.

As the Data Scientist you will:

  • Working with data sets of various scale, context and complexity to address Departmental challenges. '
  • Create and implement descriptive, diagnographic, predictive analytics and models to promote an evidence-based decision making culture based on data and their derivatives.
  • Assist the organization and its business areas to strengthen their data quality and application in business planning, operations and research. Ensure data solutions comply with any applicable regulatory laws.
  • Conduct continuous research and development of statistical methods, processes, and technologies to enhance data analytics products and services. )
  • Assist the organization and its business areas to improve data quality, statistical literacy and the adoption of appropriate technologies to solve problems and create insights for decision making.

Education qualifications include : )

  • Post-graduate degree in relevant STEM discipline (i.e., Statistics, Mathematics, Applied Sciences, Finance, Computer Science, Data Science and Environmental Science) is preferred for an advanced degree. Business, Operations or related field.
  • Any combination of training and certification in data science, statistics, cloud services (machine learning), artificial intelligence/deep learning etc. is preferred. ):
  • An equivalent combination of education and experience may be acceptable for this job.
  • (2) years of experience in data collection, writing summary and visualizing data.
  • (2) years of experience in data warehouse, ETL and database performance including data wrangling and feature engineering.
  • Two (2) years of experience in designing and conducting research, analyzing complex issues and developing recommendations.
  • Two years of experience in data analytics and interpretation of data and statistical models (e.g., A/B testing, clustering, regression/classification, forecasting and Explanatory Models) including data preparation techniques, hyperparameter tuning and model evaluation metrics.
  • (2) years of experience in a general-purpose programming language for application development and statistical computing.
  • Two (2) years of experience in a programming language for managing databases.
  • (2) years of experience with Machine Learning and AI techniques. supervised and unsupervised ML, decision trees and logistic regression are examples.
  • Two (2) years of experience with designing, developing and delivering data visualizations, dashboards and reports using business intelligence tools/platforms and application frameworks and libraries is preferred. Experience using PowerBI is recommended.
  • One year of experience with advanced machine learning techniques (i.e., natural language processing, outlier detection, recommendation engines, etc.).
  • The proficiency in R, Python and SAS is preferred for use in other statistical analysis tools. '
  • Applied knowledge of GLI (Geospatial and Local Intelligence)/Geometrics, cartography and mapping is preferred. i).
  • Working with cloud-based platforms and services is preferred.
  • Using version control, proficiency is preferred. '

  • Ability to build and manage effective partnerships, agreements, community groups, associations, and civic departments. )
