The Labour Market Development is one of the four divisions in the Ministry of Post-Industrial and Future Skills (MSIF) that strives to enable all British Columbians to reach their full potential. The division provides leadership on innovative workforce policy, programs and labour market information to connect industry and post-secondary education and skill-training systems to ensure British Columbia can succeed in a strong, sustainable economy.

The Labour Market Development Branch is responsible for the design, implementation, and delivery of a range of skills training programs and services under the Canada-British Education Agreement (CBE).

The contract officer is the primary point of contact for service providers to interact with the ministry in the initiation, planning and execution process of Shared Cost Arrangements (SCA). ) This position will administer all aspects of Skills for Employment Programmes contract management including development of contract guidelines, and management of financial processes.

Job Requirements:

  • Secondary school graduation or equivalent (GED).
  • A minimum of 2 years of experience in contract preparation, administration and management.
  • A minimum of two years of experience processing payments for contracts, applying general financial and administrative policies. )
  • A minimum of 2 years of experience monitoring budgets. )
  • Using Microsoft Excel, I have experience using pivot tables, VLOOKUP, SUMIF and COUNTIF data sorting and word. :

Preference must be given to applicants with:

  • Experience obtained in a public-sector setting.
  • Experience in managing multiple multi-year contracts.
  • Experience with managing contracts with large budgets ($5-$10 million).
