We are looking to strengthen our rapidly growing team with the addition of an Organizational Change Lead. This position is part of the Digital Collaboration team that enables and accelerates modern workplace productivity and collaboration adoption, promotes awareness and usage of digital collaboration and productivity apps and provides end-to-end support, through the delivery of modern digital experience across:
- Individual productivity
- Team productivity
- Community enablement
- Organizational productivity
Reporting to the Manager of Digital Collaboration, with a high degree of independent judgement and initiative, the Organizational Change Lead plays a lead role in providing advanced specialized Change Management expertise and leadership to design, plan, and support the people side of change on technology projects across the Provincial Government, Nova Scotia Health (NSH) and IWK, as well as to the citizens of Nova Scotia.
The position applies Organizational Change Management processes combined with industry and business knowledge, best practices, measurements and tools to analyze organizational change issues, and drives solutions that transforms clients’ business to align with the Modern Collaboration Architecture.
The position works extensively with on a variety of high-profile projects and programs involving digital transformation, organizational change, service/operational process development, and/or large-scale deployment of technology, to help clients realize benefits from technology implementation.
Primary Accountabilities
The Organizational Change Lead is responsible for:
- Utilizes change management processes and tools to design a strategy that supports adoption of the change and the successful implementation of business transformation, and to clarify business transformation vision and scope, case for change and program governance model.
- Identifies and engages internal and external stakeholders; Plans, develops, facilitates and leads workshops with internal and external stakeholders.
- Conducts Change Impact and Readiness assessments to identify key changes or readiness gaps that will impact the organization; Develops and executes change management activities to support the transition.
- Develops concepts and the overall communication strategy and plans to include creating and delivery of communications, messages and supporting materials.
- Trains and coaches stakeholders and management to support the implementation of technology solutions.
- Defines, measures and tracks change success metrics, user adoption tracking and management, and value realization.
- Working collaboratively across government and with various stakeholders and sectors to build collaborative relationships and innovate;
- Prioritizes and plans changes in the agile and internet-era ways of working, working with team to promote and adopt productive and collaborative solutions and platform service across the government and the clients.
Qualifications and Experience
As an experienced Organizational Change Lead, you must have a relevant degree and at least six (6) years of relevant and progressive experience. You can demonstrate with evidence your experience with the following:
- Minimum five (5) years of experience as a Change Management Lead
- Minimum two (2) years working experience managing the people side of change on technology projects in a government setting
- Working knowledge of Change Management methodologies, tools, and techniques
- Holds a certification with ADKAR, Prosci, or similar tools
- Experience in planning, facilitating and leading workshops with internal and external stakeholders
- Experience in developing communications material
- Experience in training and coaching stakeholders and management to support the implementation of technology solutions
- Strong communication skills (both oral and written)
- Experience working as part of a project team with structured delivery methodology and project lifecycle
- Demonstrated ability to work effectively individually, with minimal supervision, with teams, and remain flexible with shifting priorities
- Highly proficient in Microsoft Word, Excel, and PowerPoint
The following skills and knowledge are considered an asset:
- Experience working on Microsoft Cloud based projects or initiatives

Pay Grade: PR 17
Salary Range: $3,091.70 - $3,631.17 Bi-Weekly
