Director of Facilities & Operations
Reporting to the CAO, the Director of Facilities and Operations will manage the municipality's infrastructure and assets, including all facilities, buildings, vehicles, and machines.
Duties:
- Optimize the utilization, quality, safety, security, functionality, and availability of municipal facilities and properties, while minimizing operational cost.
- Establish standards and procedures to maximize the condition, useful life, and safety of vehicles, machines, and other assets.
- Direct the Public Works department with respect to staffing, training, priorities, policies, plans, and performance.
- Implement an asset management system for all properties, buildings, roads, water and sewer infrastructure, vehicles, machines, and tools.
- Implement schedules, procedures, checklists, and other tools and techniques to ensure that projects, tasks, activities, events, and programs are well executed.
- Procure products and services using quotes, tenders, and RFPs.
- Develop and manage contracts with external suppliers.
- Contribute to development of the Emergency Measures and Response Plan.
- Contribute to development of the town's strategic plan, municipal plan, 5-year capital investment plan, and annual operating budget.
- Respond in a tactful and timely manner to public complaints, issues, and concerns.
- Prepare reports, presentations, and correspondence as directed by the CAO.
- Attend Council meetings and participate on committees as directed by CAO.
Experience:
- Bachelor’s degree in public administration, business administration, or a related field or equivalent education and experience.
- Strong leadership skills and people management skills with a proven record of advancing the skill and knowledge of your team members.
- Strong organizational skills. Experience developing standards and procedures.
- Strong financial management skills. Experience developing capital and operating budgets. Success watching the bottom line.
- Knowledge of asset management systems and methods.
- Excellent communication and reporting skills.
- Strong planning and project management skills.
- Strong procurement and negotiation skills.
- Able to effectively manage multiple tasks, priorities, and projects and to deliver under pressure.
- Sound understanding of the role of local government and the context in which a municipality operates.
- Microsoft Office / 365 (Word, Excel, PowerPoint, SharePoint).
