Waste Collection & Diversion Patroller

The Opportunity
The Waste Collection & Diversion Patroller is responsible for the quality control of waste collection programs
and service delivery associated with garbage and divertible materials (such as blue box recycling and
organics) and large article collection in the District of Muskoka. Quality control will be assessed through
conducting on-going, on-site inspections of collection contractors, monitoring daily operations, and conducting
audits to ensure compliance with related contracts and the District’s waste by-laws.
What you will do: What you will need:
• Responsible for the field (on-road) monitoring of
contract compliance for waste and divertible material
(such as blue box recycling, organics and leaf and
yard waste) collections as outlined in the District’s
collection contract(s) (curbside, remote bin sites,
Lakeside Collection, etc.).
- Assist in the oversight and monitoring of District
operations as per the terms and conditions of related
contract(s), ensuring that service is delivered in
compliance with the contract(s) and materials are
managed in an efficient and responsible manner.
- Provide latest on-road collections information to the
members and, working together, collectively ensure
timely and accurate responses to customer service
inquiries and service-related complaints pertaining to
curbside and bin site waste collection.
- Two (2) year community college diploma in
Sciences, or equivalent education and related
experience.
- Two (2) years’ experience in a related or
residential waste collection, and waste
auditing.
- Strong knowledge of waste management
collection, waste collection vehicles,
customer service, and municipal waste by-
law enforcement.

This is a Temporary Full-time opportunity at the District up to 3 months. The hourly compensation range for
this role is $27.04 - $29.44 based on a 40 hour work week. The District is also proud to offer the following to

POSITION SUMMARY:
This job is responsible for the quality control of waste collection programs and service delivery associated with
garbage and divertible materials (such as blue box recycling and organics) and large article collection in the
District of Muskoka. Quality control will be assessed through conducting on-going, on-site inspections of collection
contractors, monitoring daily operations, and conducting audits to ensure compliance with related contracts and
the District’s waste by-laws.
DUTIES & RESPONSIBILITIES (not limited to):
- Responsible for the field (on-road) monitoring of contract compliance for waste and divertible material (such
contract(s) (curbside, remote bin sites, Lakeside Collection, etc.).
- Assist in the oversight and monitoring of District recycling transfer, haulage and processing operations as per
contract(s) and materials are managed in an efficient and responsible manner.
- Provide latest on-road collections information to the appropriate Solid Waste Management team members
service-related complaints pertaining to curbside and bin site waste collection.
- Conduct waste audits for curbside set-outs to gauge residential program participation rates.
- Conduct curbside collection truck audits to gauge contamination rates, in accordance with the contract.
- Organize and oversee audits at the District’s contacted Materials Recovery Facility (MRF) to ensure
- Provide input into collections-related operational challenges and recommend solutions – including (but not
limited to) new or modified collection routes, usage of various collection trucks and equipment, mitigation
measures for winter collections, locations for curbside receptacles and common collection points, etc.
- Oversee large item collection events, including reviewing and providing feedback on procurement documents,
the public.
- Ensure that residential set-outs are in compliance with waste management by-laws, reporting issues to by-law
- Perform on-site inspections to determine eligibility for District provision of waste services and applicable
seasonal/private roads, etc.).
- Supporting the District By-law Officer, act as a municipal law enforcement officer for all by-laws passed by the
- Educate residents of non-compliance issues, prepare non-compliance letters, track and report issues, etc. and
- Provide input into the development of waste management policies, procedures and by-laws and, in addition,
- Prepare reports, compile statistical information, and support creation of waste management mapping, as
- Work safely and in compliance with relevant statutes and regulations and within the safe work procedures and
- Related duties, as assigned.

MINIMUM EDUCATION, EXPERIENCE & QUALIFICATIONS:
- Two (2) year community college diploma in Waste Management or Environmental Sciences, or equivalent
- Two (2) years’ experience in a related or similar job, including contract administration, residential waste
- Strong knowledge of waste management practices with emphasis on curbside waste collection, waste
- Good interpersonal, communication, relationship building and customer service skills including the ability to be
- Astute conflict resolution skills, providing the necessary skills to address issues with contractor non-
- Demonstrated ability to effectively utilize relevant waste collections software applications, including Customer
Positioning System (GPS) route management software (such as GeoHub).
- Ability to exercise a high level of independence, however, must be able to work effectively in a team and
- Valid Ontario Class “G” driver’s license, free of serious offences under the Highway Traffic Act.
