Communications Officer

Reporting directly to the Town Clerk and consulting frequently with Council and members of the senior management team, the Communications Officer assists in the development and maintenance of positive relationships with internal and external stakeholders on behalf of the Town Council of the Town of Gander.
This position involves high‐level work which is confidential and often sensitive in nature, requiring professional capacity and the ability to work in a non‐partisan environment. In emergency situations, the Communications
Officer will take a lead role in organizing and coordinating communications, as stated in the Emergency
Management Plan.
MAJOR DUTIES & RESPONSIBILITIES
Work with and hold in confidence sensitive political and organizational information; Attend public, privileged and committee meetings of Council; Provide strategic communications advice to elected officials and senior management; Monitor all media to identify federal, provincial and municipal government initiatives and activities relevant to the current or future operation of the Town; Organize and coordinate public announcements, press conferences, presentations and media interviews for elected officials; Work closely with elected officials and departmental managers to prepare internal communications, briefing notes and speaking notes; Draft effective press releases prepare information for media kits and develop and maintain
Town web pages; Establish and maintain social media pages and content (Facebook, Twitter etc.); Develop, edit and upload content for social media and website messaging; Plan and coordinate Council functions, public engagement sessions and events; Develop and maintain the municipal image, brand and identity including the use of logos and signage; Evaluate advertising and promotion programs for compatibility with public relations efforts; Write, edit and produce content for high quality communications materials; Establish and maintain effective working relationships with local and municipal, provincial and federal government officials and media representatives; Formulate policies and procedures related to public information programs;
Responsible for coordinating communications of the Emergency Operations Centre; Act as the backup ATIPP
Coordinator for the organization.
WORKING CONDITIONS
Regular work hours are 35 hours per week Monday to Friday with evening and weekend work required from time to time; Extended periods of sitting and using computers and related equipment; May be required to lift to 20lbs; Occasionally negotiating rough terrain and other locations for photography purposes; Some travel may be required.
EDUCATION & TRAINING
Completion of a post‐secondary degree in Public Relations or Communications; Minimum of 3 years of related experience in a municipal or similar public service sector organization; Must be willing to complete emergency measures operations training.
OTHER
Proficiency in Microsoft Office 365 and Adobe Design Suites; Must have a valid Class 5 Newfoundland and
Labrador Driver’s License; Must have a valid Canadian Passport; Clear certificates of conduct including a RCMP
Criminal Record Check and a Provincial Court Check, is a condition of employment; Experience with Website content management tools is required; Experience overseeing social media presence, including Facebook and
Twitter, in support of organizations goals and objectives; Demonstrable experience developing and implementing effective communications plans and tactics (including writing, proofreading and editing newsletters, speaking notes, media releases, presentations, online communications, etc.; Experience analyzing and managing sensitive and complex communications issues, including confidential information;
Knowledge of strategic communications and stakeholder engagement processes; Outstanding written and oral communications skills; Proficiency in the use of social media platforms; Photography and graphic design skills will be considered an asset; Strong attention to detail; Excellent organizational and time‐management skills with the ability to manage a variety of complex projects on deadlines; Takes initiative and the ability to function independently, as well as a team member in a fast paced, demanding environment
Salary: to be determined ‐ 35 hours/week.
