The Strategic Initiatives and Program Support Branch of the Child and Youth Services Division is responsible for developing and implementing innovative legislative, policy, funding and program solutions to help the child and family services system improve outcomes for children, youth and families in Manitoba. The branch regularly collaborates with the Child Protection Branch, the Indigenous Governing Bodies Support Branch and many external partners to achieve divisional priorities.

Qualifications:
Essential:
- Post- secondary degree in Social Sciences or an equivalent combination of education and experience.
- Experience in research and analysis for policy /project development and implementation.
- Project management experience including the ability to plan and execute small to mid-size projects.
- Strong political acumen demonstrated by the ability to understand the implications of decision making on stakeholders.
- Strong interpersonal skills including the ability to establish and maintain cooperative working relationships.
- Excellent written communication skills with the ability to express ideas in a clear, concise and organized manner for a variety of audiences.
- Strong oral communication skills with the ability to present information to various stakeholders.
- Strong judgement and decision-making skills with the ability to identify and analyze relevant facts and potential complications.
- Ability to interpret, explain and apply Acts, legislation, regulations, policies and/or procedures.
- Strong organizational skills, and the ability to work under pressure and manage multiple competing pressures and deadlines.
- Extensive knowledge of Manitoba’s child and family services system.
Duties:
Under the direction of the unit manager, Strategic Initiatives and Program Support Branch, the Senior Program and Policy Analyst undertakes evidence-based research, analyses and feasibility assessments to support the development of policies, programs, protocols, and best practices as it relates to departmental programs, inter-sectoral initiatives and non-governmental organizations. Completes the planning, development, implementation, monitoring and evaluation of policy and program initiatives in the areas of child welfare and family support services. The Analyst will lead project teams, working groups or committees, internally or with another division or branch as required based on expertise.
