New Job Senior Business Analyst In Saskatchewan

The Portfolio Management Office of the Information Technology Division (ITD) of SaskBuilds and Procurement is looking for a Senior Business Analyst. In this position, you will support: IT Business Strategy; the Strategic IT Portfolio Manager; and be the crucial liaison between customers and ITD. You will utilize your Information Technology (IT) and project management knowledge and experience, as well as your client and business relations, negotiation, facilitation, organization, and collaboration skills to advance government IT initiatives. You will leverage your technical expertise and consulting skills via collaborating with Ministry management, IT stakeholders and clients to determine IT expert engagement from intake and onwards throughout the lifecycle of strategic and operational initiatives.

The Candidate:

Our candidate of choice will have work experience in project management and information technology, and preferably, will have business systems analysis work experience. You will be a critical thinker, problem solver, effective advisor, collaborative leader with strong communication, interpersonal, and relationship-building skills. Previous experience working in the public sector is an asset.
Typically, the knowledge and experience required to be successful in this position would be obtained through the completion of a graduate degree in computer science, or an equivalent combination of education and experience. Microsoft Project and enterprise reporting tools (i.e., Power BI, Cognos) would be seen as an asset. The candidate should have relevant senior-level expertise and work experience in:

• Business analysis methodologies and processes including business process improvement and business case development;
• Project management processes, techniques, and fundamentals;
• Presentation and facilitation skills & proven experience working with large and diverse groups;
• Organizational change management principles;
• Problem identification and problem-solving skills;
• Knowledge of financial analysis and reporting; and
• Information and Technology Contract practices (request for proposals, evaluation techniques).

The Senior Business Analyst will:

• Determine and engage IT experts to lead workgroups conducting comprehensive research, and analysis and develop plans for action;
• Analyses and evaluates the effects of policy and program changes on existing automated systems and translates business needs into technology solutions and provides information regarding system improvements and/or changes to resources
• Monitor and arrange various materials and reporting needed for secretariats of Governance Process.
• Facilitate, and guide diverse IT interdisciplinary project teams across the organization;
• Provide and implement project management processes, and techniques to various work initiatives;
• Translate business strategy into successful project teams;
• Influence and persuade stakeholders using technical expertise, sound judgment, and effective analytical and communication skills;
• Consulting services on application development, methodologies, and processes, (i.e., web development and digital service delivery);
• Advising and supporting client IT contracts;
• Present and explain complicated technical ideas and concepts to diverse sets of customers; and
• Prepare documentation and communicate clearly and concisely to variety of audiences both verbally and in writing (i.e., reports, program evaluations, and other correspondence and information).
