PROJECT MANAGEMENT OF
THE SEINE RIVER URBAN RESTORATION AND ENHANCEMENT INITIATIVE 2023-25

1. INTRODUCTION

About Save Our Seine River Environment Inc.

The SOS vision is to create a sustainable and protected urban Seine River (SR) Greenway that provides a healthy habitat for wildlife that adds to the quality of life of all citizens.

SOS OBJECTIVES:

● Preserve, protect and enhance the river and the Greenway

● Restore and repair the river and the Greenway

● Raise awareness and educate the public about the river, the Greenway, and the watershed

● Improve public access to the river and the Greenway

● Work in partnership with governments, businesses, local residents/landowners, and non-profit organizations to achieve these objectives

SOS ACTIVITIES:

SOS strives to meet its mandate by conducting river clean-ups and natural habitat restoration, advocating to remove contamination from the river, engaging in public outreach and education, delivering school programs, hosting public events and activities, promoting trail development, supporting research, providing advice to government agencies, advocating on how development occurs on or near the river, and initiating special projects to enhance the SR Greenway (including fundraising).

SOS stewardship activities are focussed on the Seine River and Greenway (land adjacent to the river).
Education programs are delivered throughout the watershed. Public awareness initiatives (Web site, social media, etc.) extend to the rest of the city and beyond. The conservation, stewardship, and education programs delivered by Save Our Seine directly impact the residents of the Riel Community
Committee however, any Winnipeg resident or visitor to Winnipeg will benefit from SOS projects that enhance the Seine River Greenway.

About the project

The Seine River Urban Restoration Initiative (2023-25) is a two-year initiative focused on applying innovative approaches to restore, preserve and enhance the ecology and the biodiversity of the Urban
Seine River and its Greenway that will lead to:

  • measurable environmental results,
  • provide opportunities for partners and the community to engage,
  • enhance capacity to take action, and
  • lead to sustainable results and engagement.

This initiative involves multiple funding streams and multiple sub-projects, including;

● MB Habitat Heritage Conservation Trust: tree planting, education/demo node at Blenheim St
Park including pollinator habitat & interpretive signs, development of GIS Mapping System of issues and progress including interactive with app

● Canada Eco-Action: buckthorn removal, removal of other noxious plants, tree planting in key areas, demos of use of cattail and duckweed at golf courses to remove pollutants, Community engagement: with partners, community, businesses, citizen scientist program, public awareness
& education, interpretive signs. Already have Niakwa Golf and Country Club as a partner.

● MB Building Sustainable Communities: Creation of a Healing Forest area: including educational node at Woody site & planting of medicinal plants, interpretative signs; pollinator habitat development, SOS communication strategy

● TD Friends of the Environment: creation of pollinator habitat
● Trees Canada: trees and soil for planting
● Additional grants and funding sources if and as they become available

Partners and Collaborators

Managing the URE project will involve collaboration with other outside consultants and experts including but not necessarily limited to;

● Naturalist Consultant
● GIS mapping Consultant
● Funding partners, such as Trees Canada & Arbour Day Foundation, on tree planting events
● The Niakwa Golf and Country Club, and their in house staff and specialists

2. ABOUT THE SERVICES REQUIRED

SCOPE OF WORK

SOS is seeking a consultant to provide project management services for year one of this two-year initiative.

● To review all pertaining documents and thoroughly understand all aspects of the URE Initiative, including all goals, objectives, deliverables, timelines, sub-projects, resources, funding contracts, etc.

● To develop a detailed project implementation plan that is regularly updated and shared with the

Managing Director and the Project Advisory Committee

● To plan, coordinate, implement and schedule all aspects of the project, including organizing teams and contractors.

● To manage the budget and assist with contract development for contractors.

● To develop and follow a risk mitigation strategy for the project.

● To provide on-going internal evaluation of the project to determine how and if objectives are being met.

● To provide regular reporting to the Managing Director and the Project Advisory Committee

● To ensure that all data items are being captured for the funding reports and requirements on an on-going basis and then create the draft reports to be submitted to the funder.

Deliverables
● Project implementation plan sharable and regularly updated.

● Risk Mitigation Plan regularly updated.

● Data collection system that is regularly updated

● Monthly Reports on progress

● Completed Reports for funders.

● Interim project report including recommendations.

● Final project Report including recommendations.

Oversight and Accountability

The successful project manager will work closely with members of the project team and will be accountable to the SOS Managing Director. The project will be guided by the SOS Urban Restoration and Enhancement (URE) Advisory Committee.

About the Position

● Term: 1-year contract (June 26th, 2023-May 31st, 2024) with possibility of renewal for 1 additional year subject to funding

● Compensation: $15,000, including GST
● Location: Winnipeg. Work will occur in the consultant’s home office and will require site visits and face-to-face meetings in the St. Vital and St. Boniface area.

Qualifications and Experience

● Masters degree, Project Management Professional (PMP) certification, or equivalent experience.
● Experience with project construction management
● Experience with project management software
● Experience to manage multiple sub-projects and multiple funding streams.
● Experience with data collection (quantitative and qualitative) and reporting
● Experience working with teams, including working collaboratively.
● Experience working in the non-profit and/or charitable sector.

Skills and Abilities

● Strong English written and oral presentation skills, French is an asset.
● Highly organized with strong attention to detail
● Ability to prioritize, multitask and problem-solve.
● Flexibility in a changing environment as new funding streams emerge.
● Strong interpersonal skills with a polished, professional presence
● Comfortable working with multiple stakeholders and partners in government, private sector, and community-based organizations

Proposal Format

The proposal should be no longer than 5 pages in length. Required proposal components are as follows:
● Name organization name and contact information
● Explanation of your interest in the project management position, demonstrating your understanding of the requirements.
● Experience relevant to undertaking this assignment, including highlights of relevant projects/experience.
● Overall approach to the project, work plan with consideration of activities and deliverables
● Client list and three references.
● Conflicts of interest: Please disclose any potential conflict of interest including direct or perceived personal benefit, or benefit to an organization with which you are affiliated.
● Resumes/CV’s for all members of the project management team
● One example of previous work completed
