Reporting to the Director of Innovation & Technology, the Manager of Innovation & Technology Water & Waste supports innovation and continuous improvement of City services and processes through well-designed data and technologies.
The Manager leads the Innovation & Technology Division for the Water & Waste Department, which implements and operates digital services including applications, data, analytics, process improvement, and desktop & mobility management in support of all City services delivered by the Department.
The IT Division for Water & Waste is comprised of approximately 35 people organized across 5 branches. The Division’s annual operating budget for 2023 is approximately $9M and the Manager is responsible for a capital projects portfolio of approximately $25M.
Early priorities for the Manager will include leading the procurement and implementation for customer billing and work & asset management application upgrades, developing a cloud migration plan for departmental applications, modernizing departmental records & workflow management systems with Office365, developing departmental predictive analytics and data warehousing capabilities, and developing new functionality for the mobile operations management and MyUtility custom applications.

As the Manager of Innovation & Technology, you will:
- Contribute to strategic and financial planning for the assigned Department and Innovation & Technology.
- Lead and develop high performing teams and people.
- Manage a portfolio of projects to improve services and processes through well-designed data and technologies.
- Manage effective and efficient operations of data and technology services, including managing information technology risks.
Your education and qualifications include:
- Bachelor’s Degree in a management, business, or technology-focused discipline or equivalent education and experience.
- 8 years' progressive experience in innovation or technology roles.
- Experience with project management and change management methods, practices and procedures.
- Experience leading staff, giving guidance and use supervisory and management techniques.
- Experience negotiating and influencing in order to impact decisions, solve problems and advance opportunities.
- Financial management experience including financial planning, budgeting and financial monitoring is desired.
- Experience with strategic planning and setting priorities based on organizational mandates and initiatives is desired
- Comprehensive knowledge of application management and/or the software development life cycle.
- Knowledge of modern information technology industry, trends, and applications.
- In-depth knowledge of innovation methodologies and how to apply them to achieve transformation business service improvements.
- Excellent written communication skills including the ability to write politically sensitive and confidential material for senior level staff.
- Excellent verbal communication skills, including the ability to communicate with all levels of the organization and with external stakeholders.
- Strong interpersonal skills with the ability to maintain staff morale, foster, develop and maintain effective and positive working relationships with teams, partnerships and alliances.
- Ability to create and promote a healthy workplace culture.
- Excellent organizational skills with the ability to be flexible and responsive to changing priorities and circumstances as well as the ability to work on diverse projects simultaneously.
- Understanding of the organizations mandate, policies and objectives, as well as the political and administrative structure of the City of Winnipeg is desired.
