Role


The Emergency Management, Accommodations and Security unit has an exciting opportunity for a Disaster Recovery Program Coordinator to join the team! The Disaster Recovery Program (DRP) Coordinator provides support in the coordination of the department to recover uninsurable costs encountered in the provision of essential socials services during an emergency or a disaster. This role will design and develop processes to be implemented and will build the foundation for future disaster recovery programs. The incumbent will be a subject matter expert providing guidance and direction to department programs in the completion of their disaster recovery submissions. In addition, the incumbent will liaise with Alberta Emergency Management Agency, partners, and local authorities to support ongoing auditing and other DRP related requests for information or expertise while maintaining continuity of the program. This role is specifically tasked with assisting program areas with tracking and submitting for reimbursement of expenses that were incurred by the department while responding to emergencies impacting Albertans.


A day in the life of the Disaster Recovery Program Coordinator:


Your key objectives:
Reporting to the Director, the position is responsible for the overall implementation and coordination of the delivery of SCSS DRP. You will be the subject matter expert, leading the departments programs to determine eligibility of DRP claims and as the liaison with the Alberta Emergency Management Agency, Municipal Affairs. This position develops supporting documents, procedures and policies related to the administration of multiple disaster recovery programs.


Your contacts:
You will report to the Director and make recommendations on program design and delivery. You have the opportunity to work with cross-ministry contacts/external agencies as well including those at all levels of government and non-government agencies. The role will establish ongoing relationships with key program contacts and provide expert advice and guidance related to DRP.


Your impact:
This role has a direct impact in providing guidance to the department programs and other stakeholders on all aspects for DRP claims and coordinating with AEMA and the federal government to provide expertise and guidance in the submission to the federal financial assistance program. As each event has unique challenges, the ideal candidate will be innovative in design and continuous improvement of the program while developing tools to streamline processes and improve claim submissions.


To be successful in this role you will need to have an understanding of emergency management, mitigation, preparedness, response and recovery; have strong research, analysis skills; strong financial abilities and have superior communication skills, thriving in a highly demanding customer service focused position, while flexibility in shifting priorities quickly.

Qualifications


Required:
University degree/ diploma in emergency management (or related i.e. business) or equivalent plus 2 years policy development and/or program development experience.


The following equivalency will also be considered: Directly related education or experience considered on the basis of:

  • 1 year of education for 1 year of experience; or
  • 1 year of experience for 1 year of education

Assets:

  • In depth knowledge of the Emergency Management Act, Disaster Recovery Regulation and Policies, Government Emergency Management Regulation, Disaster Assistance Guidelines, and the federal Disaster Financial Assistance Arrangements.
  • Knowledge of the Emergency Management Framework of Canada and GoA Emergency Management Framework.
  • Knowledge of the GoA financial systems and management reporting processes, timelines and deadlines.
  • Detailed knowledge of the ministries’ programs that support Albertans during and after emergencies.
  • Significant knowledge of how municipal governments, other provincial governments and the federal government approach emergency management in Canada.
  • Thorough knowledge of FOIP requirements and their application regarding DRPs.
  • Knowledge of building and assessment processes as they relate to DRPs.
  • Knowledge of procurement policies and processes applicable to the GoA
  • Familiarity with individual and commercial insurance, leasing documents, financial statements etc.

Salary


$2,588.06 to $3,397.76 bi-weekly. ($67,548 - $88,681/ year)
