Job Summary/Basic Function
The Construction Supervisor is responsible for assisting the Construction Manager with the overall management of the City Construction Department to successfully complete emergency water, sewer and drainage infrastructure repairs. This position will challenge City Infrastructure projects not ideally suited for contracting out and other civil construction projects for internal and external clients. This includes select Capital Road, Water, Sewer, Drainage, Electrical, Parks, Civic Properties and Landfill Projects. This position also oversees the City Construction Services Program (Third Party Work Order program) that provides cost effective servicing for small developments.
The Construction Supervisor is responsible for supporting the implementation of policies, procedures and methods for construction staff to successfully manage construction projects, including planning of resources, equipment, materials and sub-contractors, scheduling, budget control, quality control, site safety, communications with design and/or Delivery staff, stakeholders and private utilities, record keeping and project evaluation. The Construction Supervisor also helps manages “after hours” standby personnel and response for emergency repair issues.
Duties
1. Assist with major repair and emergency work on water, sewer, drainage and landfill systems:
- Manage the “after hours” stand-by personnel scheduling for emergency repair services (24/7 availability)
- Provide a high level of customer service and communication during infrastructure emergencies or scheduled service interruptions and major maintenance
- Approve & monitor expenditures, maintain detailed records of infrastructure improvements
2. Assist with select Capital Utility, Transportation and Landfill Construction Projects:
- Complete estimates, schedules and provide complete project coordination for entire project, including road restoration or other improvements
- Coordinate communication, budget, traffic management, safety, design and construction requirements with other groups such as Provincial Ministries, FortisBC Electrical, Telus, Shaw, FortisBC Gas, Water Districts, Roads Construction/Operations, Utility Operations and Landfill Operations.
- Coordinate sub-contractors, trade groups, inspection requirements and related schedules
- Ensure projects are completed in accordance with City standards and/or contract documents
3. Provide support for Development Engineering, Operations and technical staff:
- Provide small development utility servicing projects as referred by Development Engineering, which is also a revenue generating opportunity for the City
- Provide technical support and construction services for other City Departments, including Airport, Building Services, Utility Operations, Parks Operations and Road Operations
- Keep current with new technology, products and standards, build business cases, recommend amendments to City servicing by-law and Approved Products List, liaise with other government bodies and agencies
- Provide cost estimating and constructability reviews for Transportation and Utility Planning departments as part of the budget preparation process
4. Ensure principles of Risk Management and safety are incorporated into all City Construction functions:
- Develop and update safe work and work procedures
- Perform regular site visits to ensure safety, efficiency, quality objectives and compliance with all by-laws and government acts are met
- Ensure regular safety meetings are scheduled and reoccurring and required training for staff is provided
- Identify and provide tools and equipment that maximizes safety and efficiency
5. Assist with management of human resources, Construction Yard, material inventories and equipment requirements:
- Help create training programs, manage certifications, develop skills, inspire, recruit best possible staff, hire, assess, monitor attendance, recommend discipline when required and reward employees
- Promote crew/team philosophy of dedication, teamwork, quality work and service excellence
- Monitor, manage and maintain City Construction Yard, parts inventory and equipment resources to ensure efficiency, help prepare business cases for new equipment and site improvements
Qualifications
Knowledge:
Diploma or degree in Civil Engineering and/or formal training in Construction Management. A minimum of 5 years of Civil Construction experience. Preparation of spreadsheets, field reports and recommendations. Knowledge of applicable construction standards, codes and legislation. Thorough knowledge of construction practices, safety requirements and project management. Gold Seal Certification and/or MMCD Superintendent Course an asset.
