24 Month Contract

Under the direction of the Manager, Corporate Asset Management & Lifecycle Planning, the Condition Assessments Program Development Manager is responsible for defining and promoting best practices for condition assessment programs for all asset classes including ensuring the annual condition assessment programs apply the asset management lens as laid out in the Town’s Asset Management Policy with the aim of identifying infrastructure deficiencies that will aid in planning for necessary remediation or replacement of assets which will affect the operating and capital budgets.

Job Requirements
  • Post-secondary degree in a related field such as Engineering, Sciences, Architecture, or Business as well as significant training and experience in the Condition Assessment field, combined with extensive project management experience or an approved equivalent combination of education and experience.

  • Project Management Professional (PMP)Certification is an asset.

  • Progressive direct experience in managing condition assessment projects.

  • Knowledge of civil design principles and practices, condition assessment best practices working on multi-discipline projects and applicable legislation and regulations.

  • Experience coordinating project delivery teams, standardized project management tools, coordinating cross-functional project team members, and stakeholders.

  • Progressive experience in analyzing processes, gap analysis, metrics to determine appropriate changes to meet condition assessment program outcomes and deliverables.

  • Demonstrated experience on corporate level projects or initiatives with the ability to contribute a broad asset management perspective while carefully ensuring project completion.

  • Ability to determine financials related to project scope, resources and monitoring to ensure adherence to budgets for a range of condition assessment initiatives,

  • Computer skills and ability to work with software systems including project management, scheduling, word processing spreadsheet and database software.

  • Well-developed interpersonal and communication skills both oral and written with the ability to deal effectively with all levels of staff, external organizations, the public, other government agencies and elected officials.

  • Ability to develop partnerships and alliances, as well as manage a diversity of opinions, resolve conflicts.

  • Strong research skills to stay current on emerging trends, technologies, and best practices. Must be able to prioritize, plan and schedule time for personal development and staying current.

  • Excellent organizational, problem-solving, analytical, and leadership skills.

  • A valid Class G driver’s license with access to a reliable vehicle.
