Bechtel has been appointed as the Delivery Partner (DP), supporting our customer Metrolinx (MX) as part of an integrated team, to help deliver the signature Ontario Line Subway (OLS) Project, a transformational transit project for the Greater Toronto Area. The multi-billion-dollar project scope includes the design build, operations and maintenance of all infrastructure and rail systems associated with 15 stations and over 15km of new alignment, being performed by three key Public/Private Partnership (P3) Contractors and multiple advanced/early works contractors.
Position Summary
The Community Engagement Lead supports the DP’s community engagement and communications obligations related to the project’s Advance Works and Joint Corridor contracts. Reporting to the DP’s Community Engagement Senior Manager the Lead will be a contact with the P3 and major contractors and will advise on, monitor, and track contractor compliance with their communications and engagement contractual obligations. The Lead will be a Metrolinx resource for coordinating with the Advance Works and Joint Corridor project contractors and for advising and supporting the planning and delivery of the Metrolinx Ontario Line communications and engagement programs.
Responsibilities
- Support and integrate the DP’s activities with MX’s community engagement and communications programs.
- Provide technical and administrative assistance for establishing DP processes and procedures governing community engagement policies and related programs which bear critical importance to overall program objectives.
- Support development of methods for the assignment, tracking and closure of all contractor and MX communications and community engagement obligations, requirements and commitments which must be fulfilled during execution of the project.
- Collaborate with internal and external stakeholders to identify and mitigate/manage key community relations interfaces and risks.
- Oversight of DP inspections of project sites to ensure contractors adherence to plans and procedures governing community relations best practice.
- Support the DP teams in monitoring, logging, and reporting on contractors’ compliance with the community relations and communications requirements of the Project.
- Integrate where appropriate, major contract and Advance and Early Work communications and community engagement activities.
- Ensure the DP teams’ staff compliance with MX and provincial policies and procedures involving community engagement and communications, including environmental and health and safety requirements.
Qualifications and Skills
- Degree in public relations, journalism, marketing, public policy or equivalent.
- Five years communications and/or community relations experience in the public sector, ideally on a large transit or public infrastructure project.
- Knowledgeable about and experience working with the provincial and municipal governments and agencies.
