As the Roads Subdivision Officer, you will be responsible for monitoring construction activities, approving design changes, responding to inquiries from the public, Councilor, and internal clients. You will perform joint inspections with Developers and Engineers, sign off on numerous orders, and manage capital projects. You will negotiate construction costs and timelines with contractors and developers. Primary duties will include:
  • Monitor construction activities of new subdivisions being developed by private and City developers for residential, commercial, and industrial developments.
  • Perform joint inspections with developers, consulting engineers, consulting inspectors and contractors to identify deficiencies of roadway infrastructure being constructed by the Developers.
  • Sign off on inspection forms for all essential and non-essential items, field orders, construction completion certificated, and final acceptance certificates at various stages of projects related to Roads infrastructure.
  • Manage capital projects, including controlling budget, evaluation of estimates, authorization of expenditures, approval of invoices, acceptance of work, project management, and negotiation with developers.
  • Respond to 311 and councilor inquiries for issues related to new subdivision approvals, construction schedules, detours, access, standards and specifications, development obligations, developer information and general complaints.
  • Authorize field design changes, coordinate the opening of new roadways and act as the liaison between public infrastructure and the development industry.
  • Review and update various City policies and guidelines as needed.
Qualifications
  • A completed 2 year technical diploma in Civil Engineering or a related discipline, and at least 5 years of related work experience; this experience must be in roadway and utility construction and/or design with preference in subdivision development.
  • An advanced working knowledge of the City of Calgary Road Construction Specifications is required.
  • Intermediate proficiency with Microsoft Office (Word, Excel, and Outlook), Microstation, and Arcview (ArcGeographic Information System - ArcGIS) are required.
  • A strong working knowledge of the City’s Design Guidelines of Subdivision Servicing will be considered an asset.
  • Excellent communication skills and interpersonal skills with a focus on relationship building and a comprehensive understanding of Civil Engineering and roadway construction and design principles
  • Strong organizational skills and the ability to adapt to changes in workflow.
  • Demonstrate good judgment and decision making skills.
