Job Summary:
Resumes are being accepted for the position of Realty Specialist in the Legal, Realty and Court Services Department. Reporting to the Associate Solicitor, Realty Services, the successful candidate will be responsible for acquisitions, dispositions, leases, licenses, easements, encroachments, and expropriations related to the City’s real estate projects. The Realty Specialist will be required to negotiate real estate matters on behalf of the City with external parties and prepare comprehensive appraisal reports and opinions of value in accordance with established Appraisal Institute of Canada Standards. Your role

  • Negotiate terms and conditions of various real estate-related transactions on behalf of the City with external parties (e.g., road widenings, easements, licenses, leases, acquisitions, dispositions).
  • Assist with the preparation of real estate agreements, including agreements of purchase and sale, leases, and licenses.
  • Strategize, research, and plan the City’s real estate projects and to ensure compliance with the City’s By-laws, Policies, or other legislated requirements
  • Administer and facilitate the preparation and execution of Encroachment Agreements in accordance with the City’s Encroachment By-law.
  • Prepare and provide City Departments with comprehensive appraisal reports and opinions of value in accordance with Appraisal Institute of Canada standards. Review, evaluate and provide high-level opinions on external appraisals.
  • Liaise with other levels of government, public bodies, consultants, engineers, land appraisers, surveyors, environmental consultants, real estate agents and property owners, as necessary.
  • Ensure all real estate-related tasks are carried out in accordance with City By-laws, Policies, or any other legislated requirements.
  • Procurement of appraisers, real estate agents, surveyors, and professional consultants, as necessary, and for monitoring their progress.
  • Competently manage assigned files and follow up as necessary. Ensure adherence to record keeping requirements and assist the Associate Solicitor, Realty Services, with reporting requirements for completed matters.
  • Assist with the maintenance of the City real estate inventory list and action agreements that are set to expire, in advance, as necessary.
  • Research and analyze real estate, financial, legal, engineering, planning and other information related to the City’s real estate projects.
  • Work collaboratively with other City Departments to ensure organizational alignment on real estate projects.
  • Provide support for planning and development matters and litigation.
  • Provide support to all staff lawyers in the Legal, Realty and Court Services Division under the direction of the General Manager of Legal, Realty and Court Services / City Solicitor, including on planning and litigation matters.
  • Actively participate as a team member in Legal, Realty and Court Services and with City Departments and Boards.
  • Perform other duties as assigned by the Associate Solicitor, Realty Services, or the General Manager of Legal, Realty and Court Services / City Solicitor.

Qualifications

  • Experience related to the duties listed above normally acquired through the completion of a university degree or college diploma in law, business administration, planning or a related discipline, and experience in law or corporate real estate preferably in a municipal setting. Candidates with the equivalent combination of education and experience may be considered.
  • Must possess a valid ‘G” drivers licence with a good driving record. Successful candidates will be required to provide a current driver’s abstract prior to their start date to confirm their licence is held in good standing and that it has not been suspended or revoked under the Highway Traffic Act (HTA) or Criminal Code of Canada in the last 5 years. The City of Guelph will take into consideration the number of demerit points and/or nature of the infractions to determine if it meets our requirements.
  • Designation as a Professional Appraiser (P.App) or Accredited Appraiser Canadian Institute (AACI) by the Appraisal Institute of Canada, or as a Real Estate Agent by the Real Estate Council of Ontario, will be considered an asset.
  • Political acuity and diplomacy skills to respond to or assist with responses to questions from the public, property owners, and their representatives.
  • Excellent communication skills (both oral and written) with the ability to communicate with all levels of staff, City Council, stakeholders, and the general public.
  • Excellent conflict resolution and negotiation and skills to influence decisions and deal with contentious issues and situations with tact and discretion.
  • Advanced skills in Microsoft Office (Word, Excel, PowerPoint, and Outlook).
  • Ability to develop and implement appropriate approaches and strategies for the effective and efficient completion of projects and tasks, including creative and proactive solutions.
  • A team player with excellent interpersonal skills.
  • Analytical and organizational skills with the ability to manage multiple assignments in order to meet deadlines in a very demanding customer service-focused environment.
  • Ability to analyse problems, identify alternatives and make recommendations.
  • Excellent customer service skills with the ability to resolve inquiries/complaints in an effective manner.
  • Knowledge of land registration system procedures, legal matters, legal surveys, planning documents, and engineering drawings and methods as they relate to municipal real estate matters.
  • Experience with municipal property, and municipal development approvals and other processes in the municipal environment would be an asset.
  • Previous experience in the use of GeoWarehouse and Municipal Connect would be an asset.
