The work headquarters for this position is flexible. Other locations in Manitoba where a provincial office is available may be considered. The successful candidate will need to attend head office (800 Portage Avenue, Winnipeg) on an as need to basis.

Travel is required for this position to meet with service providers and staff within Manitoba.

Economic Development, Investment and Trade is seeking highly motivated and organized individuals who value teamwork, innovation and have a client centered approach to fill a Manager position within the Workforce, Training and Employment Branch. This position is responsible for the supervision of staff who support a provincial service provider network to deliver employment, training and career development services to Manitoba job seekers. Conditions of Employment:

  • Must be able to travel throughout Manitoba.


  • Post-secondary education in the field of Social Sciences, Education, Career Development, Business Administration or a related field. A combination of education and experience may be considered.
  • Experience in organizational management, including strategic planning.
  • Experience in a supervisory capacity, including human resource management practices such as coaching, recruitment, training, performance management and supportive employment.
  • Ability to design and implement innovative service delivery options into projects with performance measurements.
  • Ability to manage programs and budgets within a policy framework.
  • Experience working with employment and/or training programs or with programs that support individuals with higher service needs.
  • Ability to prepare briefing materials and options for senior management through interpretation and analysis of policies, acts, regulations and agreements.
  • Ability to apply sound judgement and make effective decisions.
  • Ability to collaborate and consult with internal and external stakeholders using interpersonal skills.
  • Effective organizational skills including the ability to manage competing priorities.
  • Strong written communication skills.
  • Strong verbal communication skills.

  • Ability to speak, write and read in French

The Manager supports the development of employment, training and career development programs designed to meet individual and labour market needs. This is achieved through leadership and expertise in program design and implementation, continuous improvement, performance and outcome measurement, financial administration, consultation and information exchange. The Manager establishes and maintains effective working relationships with the team, service providers, training providers (public and private), employers, and other Provincial, Municipal and Federal stakeholders.
