Reporting to the Manager, Engineering and Environment, the Lot Grading Coordinator will coordinate all aspects of the lot grading program and process, including rough and final grade inspections, damage inspections and refund process, all communication with builders/residents including lot grading phone line, email inbox, meeting stakeholders on site, and overseeing the seasonal lot grading inspector (co-op student). This will ensure lot grading service levels are met and the City is providing good service to homebuilders which encourages further development. The intent of this role is to ensure all lot grading complies with City’s Surface Drainage Bylaw and Lot Grading guidelines which is essential to managing flood risk of properties.

The Lot Grading Coordinator is responsible for:

  • Verify the lot grading work of property owners, landscapers, and grading contractors by organizing and/or conducting lot grading inspections (rough grade and final grade) of primarily residential properties, with some multi-family and commercial support as needed
  • Check lot grading certificates and lot grading plans for compliance with the Surface Drainage Bylaw and Lot Grading guidelines and ensure all conditions are met
  • Manage the lot grading phone line, email inbox and all communication with builders and residents, be the first point of contact for all lot grading concerns
  • Perform damage deposit inspections throughout the year, determine builder responsibility, complete damage deposit deductions and refunds, coordinate repairs with Infrastructure team
  • Maintain the filing and database systems for all applicable lot grading cases and files, including the damage deposit spreadsheet
  • Clear out backlog of existing files, send default notices to all current delinquent files and follow up/close out annually
  • Respond to inquiries verbally and through formal letters & emails utilizing knowledge of engineering principles and the City’s Surface Drainage Bylaw explaining grading concepts, regulations, and reasons of failed inspection, meet stakeholders (builders, residents) on site as necessary to discuss concerns
  • Plan, organize, schedule, and supervise day to day activities of the seasonal Lot Grading Inspector
  • Assist Development Coordinator with revising policies, procedures, and guidelines to improve the efficiency and effectiveness of the lot grading program and consult on complex requests and inquiries from external stakeholders, Council and senior leadership
  • Assist Engineering team with Lot Grading plan review, for residential and commercial development and attend site inspections as needed

Qualifications:

  • 2 year diploma in Civil Engineering Technology or a related discipline
  • Eligible for Certified Engineering Technologist (C.E.T.) as recognized by the Association of Science and Engineering Technology Professionals of Alberta (ASET)Strong organizational and time management skills
  • One (1) year of related work experience in a municipal or engineering environment (equivalent combination of education and experience may be considered)
  • Experience working in and knowledge of municipal construction would be an asset
  • Experience and practical knowledge of computer software (Microsoft Office, AutoCAD)

This full-time, permanent position has an annual salary range between $60,988.20 – $79,552.20 (based on experience and qualifications), a 35-hour work week, enrollment in LAPP, and a competitive benefits package.
