Position Summary
This position performs interdisciplinary planning work, including responsibility for the administration of the Departments’ Geographic Information System (GIS). Duties include the collection and analysis of data, geographically modeled issues, deriving results by computer processing, exploring and examining the results, and the development of recommendations. This position reports to a Senior City Planner. Duties & Responsibilities
Undertakes collection, analysis and interpretation of data pertaining to the formulation and maintenance of the Official Community Plan, Zoning Bylaw, and other planning documents.
Creates and maintains an inventory of current maps within the department
Maintain and administer GIS data as it relates to the Department.
Prepares graphics for reports and displays using GIS and AutoCAD and other software packages.
Conducts pilot projects for new programs, procedures or policies related to the CAD and GIS systems.
Coordinates the provision of GIS service to other Branches in the Department.
Instructs other staff in the use of GIS applications and procedures.
Provides input regarding information processing equipment and software.
Acts as liaison with Geospatial Solutions and other departments regarding development of a corporate GIS.
Assists in the development and execution of annual work program for the Branch and Department.
Responsible for collecting, maintaining and analysing data related to land use, redevelopment, policy formulation, zoning, demographics, and other planning functions.
Maintains meaningful communication between the Department and other City departments or outside agencies.
Assists City Planners with project work through analysis and preparation of spatial data.
Prepares and delivers presentations to various groups.
Provides input to studies undertaken by other sections of the department.
Performs related work as required. Knowledge, Skills & Abilities
Working knowledge of standard statistical techniques and research methodology.
Demonstrated proficiency in the application of GIS to planning and zoning.
Ability to compile, study and analyze technical and statistical data utilized in planning.
Considerable knowledge of existing regulations, legislation, procedures, and requirements related to the planning process.
Ability to apply effective presentation techniques in the development and delivery of presentations.
Ability to express ideas effectively orally and in writing
Ability to strongly present visual data and concepts to various target groups including the public, technical professionals, and decision makers.
Ability to solve problems and think logically.
Ability to work independently to meet deadlines.
Ability to carry out research and conduct independent investigations of planning problems.
Ability to establish and maintain effective working relationships with management, colleagues, and the public.
Ability to instruct other planning staff in the effective use of GIS.
Demonstrated ability in the use of Windows-based software programs including ArcGIS (ArcView, ArcMap, etc.), and programs secondary to the position such as AutoCAD, Sketch up, Adobe Illustrator, BlueBeam. Education & Experience
Typically, the knowledge, skills and abilities required for this position are obtained through completion of a University Degree in Urban Planning, Geography Information Systems or directly related discipline combined with post-secondary courses in GIS. Four (4) years of related planning experience and demonstrated experience in the use of ArcView, Arc/Info Oracle, AutoCAD, Viz4, Corel Draw and Corel Designer. Experience in establishing and/or using GIS applications in a municipal planning context.
