Manitoba Health is seeking an Executive Director to join the Policy and Standards Branch. The Policy and Standards Branch is responsible for the development, implementation and maintenance of the health public policy framework and informs Government decision making about where health care delivery system needs to evolve. This branch also leads the development of strategic health system standards and policy for Government’s decision making, and manages accountability for policy and implementation and achievement of policy objectives in the health care delivery system.

Conditions of Employment:

  • Must be able to travel within Manitoba by vehicle and air, with occasional overnight stays
  • Must possess valid full Class 5 (5F) driver’s license and access to a vehicle which can be used for work purposes

Qualifications:
Essential:

  • Formal post-secondary education in public or business administration. An equivalent combination of education, training and experience may be considered.
  • Senior management experience with responsibility for human and financial resources, including experience with budgeting and financial management.
  • Extensive experience leading public policy processes, including needs assessment, risk analysis, design, implementation and evaluation.
  • Experience providing strategic direction and leadership at a senior level including a commitment to create, support and sustain a diverse environment that enables staff to achieve results and to develop for the future.
  • Experience in project and change management utilizing various best practice planning methodologies.
  • Ability to leverage opportunities for innovation, find creative solutions to issues, and successfully manage change.
  • Political acumen demonstrated through experience providing strategic advice to senior leaders on complex topics and sensitive issues.
  • Strong verbal communication skills to build and maintain effective working relationships with internal and external stakeholders.
  • Strong written communication skills to prepare various documents for executive decision makers and stakeholders.
  • Experience providing leadership and direction in the design and implementation of legislation, policies and programs.
  • Understanding of the organization and administration of various sectors of the Manitoba health care system.

Duties:
The Executive Director is a senior leader who is responsible to lead and manage the Policy and Standards Branch in alignment with the Department’s strategic plan as well as provide advice and support to the Deputy Minister and Assistant Deputy Minister.
