Job Summary/Basic Function
We are looking for a Controller to provide direction, coordination, management, leadership and consultation to team members and subordinates responsible for the financial and managerial reporting, the accounting operations and systems, and revenue collection for the City of Kelowna. The Controller is responsible for the corporate Financial ERP system. The Controller provides senior operational, technical and municipal expertise and advice related to the City’s Financial Policy development.

Duties
1. Provide leadership, consultation, direction and support related to the preparation and review of the City’s financial and managerial reporting, accounting operations and revenue collections
  • Accurate, cost-effective and timely preparation and efforts, following recognized accounting procedures
  • Ensure statutory requirements are met
  • Ensure the provision of cost-effective and efficient customer service, both external and internal
  • Working with direct reports to provide knowledge, experience and learning opportunities related to reporting, accounting operations and revenue collections


2. Coordinate and direct the development and implementation of, and improvements to, effective financial and accounting software systems
  • Project Management for short to long term system changes, improvements and/or enhancements
  • Financial Services departmental support for the City’s Financial and Accounting systems, including user training
  • Working with direct reports to provide knowledge, experience and learning opportunities related to the development, implementation and improvement of financial and accounting software systems

3. Financial policy review and development
  • Develop and maintain processes, procedures and timelines for the systematic review of the City’s financial policies
  • Allow for opportunities and changing circumstances
  • Working with direct reports to provide knowledge, experience and learning opportunities related to the review and development of the City’s financial policies

4. Manage budget:
  • Operating budget: $2,010,000
  • Responsibility Primary

5. Manage human resources:
  • 2 Direct Reports and 18 Indirect Reports
  • Recruit, hire, develop, inspire, assess, discipline and reward employees.

Qualifications
Knowledge:
Candidates should have a bachelor’s degree in business or a related field, a CPA designation and have in depth knowledge of and experience with accounting standards (PSAS, GAAP) and a working knowledge of audit standards. Familiarity with the Community Charter/Local Government Act, Bylaws, Council policies and corporate policies and procedures is an asset.

The successful candidate will have excellent communication, teambuilding, and interpersonal skills to effectively supervise staff and build strong working relationships and partnerships with internal and external stakeholders.
