SUMMARY
Reporting to the Director of Engineering, the incumbent will primarily perform various complex tasks related to the planning, design, coordination, implementation and delivery of maintenance, renovation, development and construction projects for public infrastructure, such as road systems, signage, water systems, and sanitary and storm sewer systems. He will conduct on?site inspections, solve various problems, and ensure compliance with standards and specifications. He will also enter and update infrastructure data in the municipality's geographic information system.
DUTIES AND RESPONSIBILITIES
- Design, analyze and revise plans and specifications using computer?aided software (AutoCAD Civil 3D)
- Create, configure and update various plans, maps and geographic databases in the Esri software application, map the results and ensure their accuracy
- Research, collect, acquire, compile, analyze and validate geographic information and data gathered and make any required corrections
- Analyze and interpret aerial photographs, subdivision plans, engineering drawings and geographic maps, and prepare the presentation of results
- Perform various geometric and descriptive data requests to check the integrity of these data, compare the results obtained and make the required corrections
- Update plans, thematic maps and digital records after changes are made to municipal infrastructure
- Oversee the supervision and quality control of work and inspection activities around the site
- Ensure that work is completed in accordance with the plans and specifications, applicable legislation, the conditions in place and deadlines
- Conduct the required follow-up of the work and prepare the progress reports and the final report
- Perform calculations of the quantity and costs of materials and labour required to complete projects, interpret results of material testing and establish work schedules
- Verify the compliance of plans and specifications with standards, regulations and other applicable requirements and communicate with applicants to suggest changes or alternatives when necessary
- Collect and compile the required data for plan analysis and preparation and update databases and geographic maps
- Resolve technical problems that may arise during construction work, take the appropriate corrective measures and report to the supervisor any abnormalities or any improvements to be made during the work
- Participate in project review and planning by performing analyses, preparing reports, and conducting research on new products and technologies and assist with preparing budget estimates
- Participate in preparing contract documents and reviewing and evaluating submissions on construction and maintenance projects
- Design and perform certain technical duties related to the infrastructure maintenance programs
- Deal with the various internal departments, government agencies, the public, contractors, consultants and any other outside firms to provide or obtain technical information
- Handle and follow up on verbal or written requests from residents, contractors and owners and issue work permits as needed
- Supervise and assign work to student employees
- Act as a member of various committees when required
- Perform other technical duties not listed above to help deliver projects and help operations run smoothly
- Participate in the implementation of the asphalt preservation program (assess asphalt condition, determine priorities and required budgets, design projects, follow up during construction)
MINIMUM REQUIREMENTS
Education
- College diploma in civil engineering technology or a related field
Training
- Standard first aid and CPR
- Certain additional certifications or training could be required as necessary
Driver's licence
- Must hold a valid Class 5 driver's licence
Experience
- Seven (7) years of experience, preferably in a job related to municipal engineering
- Two (2) years of experience in supervising staff and project management
Knowledge
- Proficient in spoken and written French and English
- Very good knowledge of the Windows environment and Microsoft Office Suite (Word, Excel,
- PowerPoint, Outlook)
- Excellent knowledge of municipal infrastructure regulations and standards
- Excellent knowledge of computer?aided design and drawing software (AutoCAD Civil 3D) and Esri geographic information system (GIS) software
- Excellent knowledge of use of geodetic measuring devices (GPS), geographic information systems (GIS) and data collection operating principles
- Excellent knowledge of practices, preventive measures and applicable legislation in occupational health and safety
- Excellent knowledge of construction materials, from reading plans and specifications, construction methods, and supervising construction work to reviewing site conditions and ensuring compliance with specifications
