Full Description

This position is responsible for the administration of the Firearms Program, which is mandated under the federal Firearms Act, and the Private Investigators and Security Guards Act, R.S.P.E.I. 1998, Cap P-20. The ensuing goal of the position is to foster, promote and improve public safety.

Duties include but not limited to:
‐ Responsible for licensing of individuals and businesses under the Firearms Act and the Private Investigators and Security Guards Act;
‐ Responsible for approval of shooting clubs and shooting ranges; firearms transfers;
‐ Designation of firearms safety training instructors and coordination of the delivery of the firearms safety training;
‐ Responsible to maintain and oversee management of section budget;
‐ Provide leadership and supervision of Firearms staff;
‐ Providing advice to the Director, the Deputy Minister and Minister on issues related to the Firearms Program, including the preparation of briefing notes and correspondence for the Deputy Minister and the Minister;
‐ Ensure all individuals and businesses who are involved in securing assets, property and access to premises be licensed.
‐ Ensure that all individuals or businesses who are licensed have no recent, relevant criminal history which would make them a public safety risk or interfere with effective law enforcement.
‐ Other related duties are required.

Minimum Qualifications:
‐ Applicants must have a university degree in Criminal Justice, Business Administration or a related field is required, supplemented by extensive experience in enforcement;
‐ Must have considerable experience in a leadership and supervisory position is required;
‐ Must have extensive experience providing testimony before courts or inquiries;
‐ Must have considerable experience administering regulatory legislation and in conducting investigations;
‐ Demonstrated equivalences will be considered.
‐ Excellent written and verbal skills including preparing briefing materials for senior management, and making presentations to groups is required;
‐ Financial management skills are considered an asset;
‐ Willing and able to travel in-province and out of province for work related meetings;
‐ Currently possess or qualify for a Level II Security Clearance and have a valid driver's license.
‐ Demonstrate strong communication, organizational, research, analytical, management and interviewing skills;
‐ Possess excellent interpersonal skills to allow for tactful and diplomatic engagement when dealing with license applicants, licensees and members of the public.
‐ Possess considerable knowledge of the Criminal Justice System, the federal Firearms Act and Regulations, Sections 84 - 117 of the Criminal Code of Canada, the Private Investigators and Security Guards Act and Regulations , and their operating policies, the Canada Evidence Act , the Privacy Act and the Charter of Rights and Freedoms .
‐ Knowledge of computer applications and specific operational environment (Canadian Firearms Information System) - Windows 2000 and Windows NT, conduct queries on Canadian Police Information Centre (CPIC), Canadian Firearms Information System (CFIS), Police Information Retrieval System (PIRS) and Provincial Court information using the Crystal Reports.
‐ Knowledge of the policing structure in Prince Edward Island, classes of firearms, criminal justice system, Prince Edward Island Service Delivery Model of Firearms Administration ,conflict resolution and mediation techniques, Safe Storage, Display, Transportation and Handling of Firearms, Range Design and Construction Guidelines and the History of Firearms Control in Canada.
