Job Summary

An excellent opportunity for a dedicated professional

The Debt Management Branch is responsible for managing portfolios on behalf of the government and provides expertise and direction on the management and financing of its client debt portfolios. The Capital Markets group within the Branch functions as the main point of contact in accessing funding and executing financial securities and derivatives transactions in the domestic and international capital markets on behalf of the province. The Branch also functions as the main point of contact with credit rating agencies and international market regulatory bodies ensuring accurate and timely information flows. The Branch has responsibility for the accounting and reporting to the public and the Legislature on debt-related matters. The Branch is also responsible for ensuring the timely settlement and administration of all debt and derivatives transactions, including payment and notification to bondholders.

The Portfolio Analyst, Capital Markets is expected to assist with the daily activities and longer-term projects undertaken by the Capital Markets team, within Provincial Treasury’s Debt Management Branch. The role offers opportunities to work alongside bond market professionals in their critical work addressing the province’s borrowing program in the global capital markets; the hours could be irregular depending on transaction execution and project type. The successful candidate will gain work exposure to domestic and foreign institutional bond and derivative markets, as well face opportunities to utilize and develop skills such as data manipulation and spreadsheets, market research and analysis, presentation preparation and providing client and counterparty contact support as necessary.

Job Requirements:

  • University degree (or ability to complete a university degree within 6 months) in commerce, business administration, economics, or a related curriculum.

  • Preference may be given to applicants with the following:

    • Recent work experience in capital markets

    • Experience or coursework specific to money markets, bond markets and derivatives

    • Experience or coursework specific to Environmental, Social and Governance (ESG) analysis

    • Related finance and capital markets professional designations

    • Experience working with the Bloomberg system

There is currently one 18-month temporary opportunity available.

This temporary opportunity may be extended and/or result in a permanent appointment.

This position is based in our Victoria office.

Flexible work options are available; this position may be able to work a few days at home per week as per the Telework Agreement.
