PUBLIC WORKS DEPARTMENT – WATER RESOURCE OPERATOR

(WRO) – Permanent Full-Time
Town of Lunenburg, Nova Scotia

The Public Works Water Resource Operator (WRO) is responsible for the operation and maintenance of the Town of Lunenburg’s Water Treatment (WT) and Wastewater
Treatment (WWT) Plants, Water Distribution (WD) and Wastewater Collection (WWC)
Systems, control systems, pumping stations, bio-solids, screen house, standpipe, chlorinators and associated infrastructure. The Water Resource Operator (WRO) ensures compliance with Federal, Provincial and Municipal legislation and all pubic/employee health and safety standards.

Principal Responsibilities:

  • Perform required chemical, physical, microscopic and biological analysis on a daily basis at the Water Treatment and Wastewater Treatment Plants and such other locations as required
  • Carry out Water Treatment and Wastewater Treatment process changes/ adjustments based on interpretation of laboratory data and an assessment of physical observation (trouble shooting) in consultation with Town Engineer
  • Maintain and repair Water Treatment/Distribution and Wastewater

Treatment/Collection equipment and perform preventative maintenance

  • Maintain, operate and calibrate Water Treatment Plant/Distribution and

Wastewater Treatment Plant control and instrumentation as required

  • Conform to all public and employee health /safety standards and perform routine rounds (internal/external) for the purpose of safety, security, equipment inspection, process problems, chart and gauge readings
  • Notify Town Engineer/ODRC’s of any equipment, part purchases, plant purchases, plant practices and process changes for efficient operation of the

Plants and associated equipment or other systems infrastructure

  • Proficient in the operation of Programmable Logic Control (PLC) and Supervisory

Control and Data Acquisition (SCADA) systems

  • Complete logs and written documentation as required by Town Engineer/ODRC’s
  • Operate and maintain all treatment equipment including various chemical fee systems. Assist in the co-ordination of chemical supply and delivery
  • Co-ordinate removal of process waste including sludge, screenings, and grit
  • Maintain and comply with standard practices, policy and procedural manuals for the Water Treatment Plant and Wastewater Treatment Plant operation and maintenance
  • Attend and successfully complete training as required
  • Cross train in order to operate both the Water Treatment Plant and Wastewater

Treatment Plant and associated Water Distribution/Wastewater Collection infrastructure

  • Assist in training others as requested
  • Respond to emergency calls and perform overtime work during off hours as required

Requirements:

  • Lifting, push/pull and carrying up to 50lbs/22kg
  • Push/pull a pallet jack to move chemicals
  • Assist another operator to move pump parts 75 – 100 pounds
  • Ability to perform ladder work up to ten (10) feet and use safety harness for higher scaffolding work requirements
  • Ability to perform essential active job duties, very good physical fitness and mobility,

Employee is required to walk, sit, stand, kneel, reach, hear, talk and move quickly to respond to needs of the task

  • Work in confined areas
  • Work is regularly performed in a combination of indoor and outdoor environments and is regularly exposed to hot, cold, wet etc. weather conditions dust, odours, and noise requiring the use of relevant personal protective equipment (PPE)
  • Exposure to potential infection, viruses, and illnesses
  • Handling /testing sewage and sludges, manual handling of screen and grit waste
  • Operate chemical and polymer make up system, use and presence of hazardous chemicals, explosive gasses and volatile organic compounds

Knowledge/Skills

  • Mechanical pipe fitting and basic electronic skills
  • Problem Solving, basic math and record keeping
  • Laboratory analysis techniques
  • Literacy and computer skills (standard office software and technology, SCADA, etc.)
  • Basic chemistry and biological applications of water/wastewater treatment
  • Knowledge of Federal, Provincial and Municipal Occupational Health and Safety policy and procedures
  • Comfortable working in a team environment or on an individual basis
  • Equipment and Laboratory Skills
  • Familiar with a diversity of pumps, mechanical mixers, filters, actuated valves, scum system, automatic and manual bar screens, grit removal systems, aeration

equipment and blowers, moving bed bioreactor, compressor, electro-mechanical gear and belt drives, dissolved air floatation, clarifier equipment and associated chemical feed equipment, digesters and sludge handling equipment, UV, and chlorine disinfection equipment etc.

  • Computers, gas and liquid flow meters, programmable controllers, electrical control systems etc.
  • Chemical feed systems – alum and polymer etc.
  • Ultraviolet light disinfection systems, gas safety equipment, sludge dewatering etc.
  • Laboratory tests – Total and Free Chlorine, Turbidity, PH, Hardness, BOD,

SS,COD, Fecal Coliform, Dissolved Oxygen, Microscopy , Nutrients and others as may be required

What You Possess:

  • Grade 12 Diploma, GED or equivalent
  • Operator in Training Certificate
  • Class I and Class II Water/Wastewater Certificates an asset
  • Demonstrated mechanical aptitude and thorough knowledge of electrical components and pumps
  • Possess working knowledge of SCADA system
  • Nova Scotia Motor Vehicle Class 5 License with clean abstract
  • First Aid CPR/AED Level C an asset
  • WHMIS an asset
  • Occupational Health and Safety Training: Transportation of Dangerous Goods,

Lock Out -Tag Out, Fall Protection, Gas Detector and Confined Space, are assets

  • Red Seal an asset
