Position Overview

The Planning and Development department is seeking to hire a temporary full-time Planner 2 for approximately 2 years to be part of a dedicated team and focus on creating and implementing housing policy, development, and initiatives.

Responsibilities
Reporting to the Manager, Long Range and Community Planning, this is a senior planning position requiring knowledge in a variety of areas related to long range planning. This exciting position provides the opportunity to influence and create actionable policy in directing growth and working towards the City’s vision to be “The Healthiest Small City in the World”. You will apply specialized knowledge in reviewing and developing policy, undertaking studies, and implementing actions of the Official Community Plan (OCP), Community Wellbeing Strategy, Housing Portfolio, Zoning Bylaw Update, and other long range planning initiatives. The housing portfolio will include developing and implementing municipal housing policy and initiatives, undertaking housing needs assessments and developing new policy in alignment with identified needs, and supporting housing development in the City. You will coordinate actions on homelessness and delivery of non-market housing. This will include leveraging opportunities from other levels of government, as available, to support increasing housing supply and choice within the City. In addition, you will participate in public meetings and provide various planning groups, committees, and Council with technical and professional expertise and guidance, prepare Council reports, recommend policy proposals for Council consideration, and supervise technical and/or professional staff.

Requirements
You will have a University degree in an appropriate discipline, a post-graduate degree in Community/Regional Planning and sound related experience in housing policy and implementation, land use planning, and long range planning or an equivalent combination of training and experience. Considerable related knowledge of public engagement, land economics, grant writing and management, industry practice, municipal governance, provincial legislation pertaining to housing, federal and provincial housing strategies/programs, policy creation and development is required along with a strong project management skill set, effective communication skills and the ability to exercise judgement in complex problem solving. Membership or eligibility for membership in the Planning Institute of B.C. or the Canadian Institute of Planners is required. Attendance at evening Council, committee and public meetings is required for this role.

Compensation
$48.64 to $57.59
(Pay Grade 30 – January 2021 rates)

Hours of Work
The City of North Vancouver works on a compressed work schedule of 8:30 a.m. to 5:00 p.m., Monday to Friday, with one scheduled day off (Monday or Friday) approximately each three-week period.

Additional Information
For temporary full-time positions of eight (8) months or longer, a City employee who is successful on the posting will have the right to revert to their former position.
