Under the direction of the Land Development Administrator, the Land Development Coordinator is responsible for management and interpretation of executed Development and Servicing Agreements including administration of development agreement security to ensure that security requirements of other civic departments are acquired, monitored, reduced and released in a coordinated and efficient manner. This position performs review, interpretation and detailed analysis of Agreements to ensure the financial obligations of the Developer and City are met including explaining development and servicing agreements and land development/planning policies to ensure that internal and external requests for information are accommodated in an expeditious and accurate manner. Additionally, the position also prepares and certifies Development and Servicing Agreements including the coordination of work flows to ensure that the Branch responsibilities and objectives in the processing of Agreements are achieved.

As the Land Development Coordinator, you will:

  • Coordinate Branch responsibilities with the activities of other civic departments to ensure that stipulated conditions and obligations of executed development and servicing agreements are implemented and performed by the City and Developers.
  • Administer the development agreement security database system of the Land Development Branch to ensure that security requirements of other civic departments are acquired, monitored, reduced and released in a coordinated and efficient manner.
  • Assist the Land Development Engineer in the preparation, execution and release authorizations for application requiring Servicing or Development Agreements.
  • Assist in the day to day operations of the Land Development Branch by evaluating land development proposals, preparing reports, attending meetings, performing research, assessing financial risks, and interpret and explain development and servicing agreements and land development/planning policies to ensure that internal and external requests for information are accommodated in an expeditious and accurate manner.
  • Supervise and coordinate the daily operations of Land Development technical staff to ensure work priorities and schedules are met.
  • Manage workflow to ensure that Branch objectives are achieved in processing development/servicing agreement including financial management.
  • Perform various administrative functions and guides staff to improve the effectiveness of Branch/Division operations and systems.

Your education and qualifications include:

  • Bachelor’s Degree in City Planning (including being eligible for membership in Canadian Institute of Planners) or Civil Engineering (including being eligible for membership in Engineers Geoscientists) or an equivalent combination of education and experience will be considered.
  • Five (5) years’ experience in Land Development activities, including, but not limited to, activities related to the preparation, review, interpretation, financial management, conflict resolution and municipal infrastructure reviews.
  • Minimum of two (2) years of diverse and progressive experience in staff supervision including, recruitment, disciplinary processes and assigning work.
  • Applied knowledge of the City of Winnipeg Charter, codes, by-laws, regulations, land use planning principles, Subdivision Standards, Statutory Plans, policies, procedures and guidelines, especially as they pertain to the development approval process.
  • Knowledge of municipal servicing requirements and ability to analyze land development proposals, technical reports and related plans (e.g.: registered, servicing, grading etc.).
  • Knowledge of basic accounting techniques and methods in order to perform the financial duties and tasks of the Land Development Coordinator position.
  • Strong verbal communication skills with the ability to present and defend information to a wide range of internal and external stakeholders.
  • Strong written communication skills with the ability to write technical reports and other documents.
  • Strong organizational skills with the ability to prioritize tasks/projects in a deadline driven environment.
  • Strong analytical and decision-making skills that facilitate the achievement and desired outcomes.
  • Ability to manage, organize and coordinate work projects and schedules in order to deliver efficient and professional services to contacts/customers and, as well.
  • Ability to establish and maintain effective working relationships with a variety of staff and stakeholders including elected officials, senior managers, department staff as well as contacts outside of the organization in a concise and accurate manner.
  • Ability to pursue innovative and creative solutions in order to continually improve processing of development applications and service for internal and external contacts so that the City remains current with the development community’s changing needs.
  • Proficient in the use of contemporary computer software programs such as Microsoft Office products and land information software programs that are utilized within the Department (Registered Plans Database, DMIS, GIS, Iview and Amanda).
