The Department of Social Development is seeking an individual to join the Adult Community Resources Branch as an Engineer Consultant in its Central Office in Fredericton.

As a member of the Operations and Infrastructure Management team, the successful candidate will support licensed long-term care homes across the Province. The candidate will be responsible for the project management of the Capital Improvement Program for the province's nursing home facilities, which includes identifying and scoping projects, liaising with the Department of Transportation and Infrastructure, making recommendations to Manager for annual Capital budget processes, and overall reporting on the program. In addition, the role will support the procurement process and manage the facility development approval process for new nursing home builds to ensure projects meet program requirements, agreed upon timelines, and raise any risks or issues. The role also requires consultation with and support of nursing homes on their infrastructure related needs. The successful candidate will require in-depth knowledge of relevant industry legislation, codes, standards, and policies as well as work to update and maintain departmental standards. Responsibilities will include identifying trends and providing advice and options to the Manager and senior leadership to address systemic infrastructure issues. The incumbent will proactively facilitate collaborative working relationships with internal and external stakeholders. Other duties may be assigned as required. Experience applying project management processes is required.

ESSENTIAL QUALIFICATIONS: Bachelor's degree and five (5) years' experience related experience. Must be registered as a Professional Engineer under the Association of Professional Engineers and Geoscientists of New Brunswick (APEGNB). An equivalent combination of training and experience may be considered.

ASSET QUALIFICATIONS: Preference may be given to candidates that demonstrate experience in one or more of the following asset qualifications:

  • Knowledge of the Long-Term Care and/or Health Sector within New Brunswick
  • Facilities and Asset Management experience; and/or
  • Risk based analysis experience; and/or
  • Nursing Home infrastructure experience

Subject to the response of this competition, candidates may be required to demonstrate on their application one or more of the asset qualifications in addition to the essential qualifications in order to be given further consideration.

OPERATIONAL REQUIREMENTS: Candidates must have valid driver's license and be available to travel provincially.

Effective April 11, 2022, Social Development employees who work in vulnerable sectors, and whose vaccination status is considered not up to date, will be required to follow mitigating measures. Vaccination status is considered up to date if the vaccines are within six months of receiving the last dose within a primary series (second dose of Moderna, Pfizer, AstraZeneca, or one dose of Johnson & Johnson), or otherwise have received a booster more than six months after completing their primary series. Successful candidates will need to provide confirmation they meet this requirement or will be required to follow mitigating measures.
