Job Description Summary

The Director of Public Affairs is accountable for the development of the One BD approach to drive strategic initiatives and activities that result in the creation of Public Policies, Guidelines, Reimbursement for procedures/technologies, and Legislation to enable BD-Canada priorities. With a strong focus on the customer and key associations, the role is responsible for utilizing market insights and collaboration with the business units and the strategic accounts team to support the region’s growth objectives. This role also informs an external perspective for the development of the BD-Canada Annual Strategic Plan that drives resource alignment and priorities for BD-Canada.

The Director of Public Affairs will report to the VP/GM of BD-Canada with a dotted line to the Central Public Affairs Team. This role will lead a team of Regional Health Systems Executives (Public Affairs), Strategic Marketing & Digital, Communications, and have a dotted line responsibility for Health Economists and will serve on the Leadership Team for BD-Canada.

With a strong focus on the customer and key associations, the role is responsible for utilizing market insights and collaboration with the business units and the strategic accounts team to support the region’s growth objectives. Responsibilities

  • Build a strategic plan that advances the BD-Canada business plan with respect to the Federal Government, Health Canada and the Public Health Agency of Canada, among others.
  • In collaboration with external and internal communication and PR agencies, own the development of proactive communication strategies and tools to reach policymakers to elevate BD’s profile and promote development of regulations/guidelines, legislation, payment pathways and respond to public communications.
  • Sense and interpret policy trends to identify opportunities for growth and minimize risk to the BD–Canada strategy. Provide direction and input into the BD Canada strategic plan concerning trends in funding and policy that impact the BD business.
  • Develop engagement plans for critical key collaborators and influencers aligned to strategic priorities.
  • See opportunities for and establish coalitions with external partners to advance priorities.
  • Development and implementation of a comprehensive market access strategy and tactical plan for the public and private sectors.
  • Identify commercial activities with the Canada Federal Government related to emerging or existing BD innovations and products.
  • Align Market Access activities, Policy work, Strategic Marketing initiatives, HEOR and Communications with the BD Business units and Medical Affairs on critical priorities that drive revenue acceleration
  • Work collaboratively with the Strategic Customer group to advance customer priorities
  • Hire, mentor and develop a team of Regionally-focused Public Policy Associates and provide guidance/coaching on provincial government relations and policy initiatives.
  • Provide input into functional budget planning and prioritization and efficient management of staff expenses; manage personal travel expenditures; manage external consulting budgets as needed

Critical outcomes from this role include:

  • Advancement of BD goals with critical decision makers and influencers.
  • Improved positioning of BD-Canada as a critical Health Technology Stakeholder
  • The realization of reimbursement policies for key BD innovations
  • Increased revenue identification through federal and provincial programs.
  • Input and report back to the Canada LT on critical insights, trends, and opportunities for BD-Canada

Skills and Competencies:

  • Deep knowledge of Canadian government systems coupled with political savviness.
  • Detailed understanding of healthcare systems, health policy, and considerations for health technology in Canada
  • Ability to quickly develop relationships with policymakers and leaders with vision.
  • Ability to effectively educate and negotiate with political and bureaucratic officials.
  • Solid understanding of Public Policy Development
  • Lobbying experience
  • Strategic Agility and strong written and verbal communications skills that have demonstrated success with external collaborators, internal partners and senior leadership.
  • Ability to collaborate effectively with associates with separate reporting responsibilities as well as with other corporate functions (Medical Affairs, Regulatory Affairs, etc.) as well as proven track record demonstrating global relationships and champion international teamwork amongst internal and external partners.
  • Execution and results orientation
  • Bilingual is an asset.

Qualifications and Experiences:

  • 7+ years relevant experience in GR, Public Policy or working in Government, Strategic Affairs
  • Experience in Health Economics, Government Lobbying or direct government.

Education and Training

  • BScH, BA or MBA in Business, Public Policy, Health Policy, Political Science or Equivalent; advanced degree desirable
